A RESOLUTION concerning
Hiring Freeze
FOR the purpose of imposing a hiring freeze on non-critical positions in the City of Annapolis, effective upon the adoption of this Resolution through June 30, 2019.
WHEREAS, the current economic crisis has affected the State of Maryland, most particularly in depressed real estate revenue; and
WHEREAS, the Mayor’s proposed FY19 annual operating budget includes a significant property tax increase; and
WHEREAS, a hiring freeze would save the City more than $1.6 million; and
WHEREAS, budget shortfalls and uncertainty in the City’s current economic condition continue to plague anticipated City revenues.
NOW, THEREFORE,
BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the City Council impose a hiring freeze, effective upon passage of this Resolution, which will expire on June 30, 2019, at which time the City Council shall review the efficacy of the freeze.
AND BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that said hiring freeze will exclude the department and office heads, seasonal employees of the Harbormaster and Recreation and Parks Departments, any sworn police personnel, qualified firefighters/paramedics, and any other position deemed critical to public safety or delivery of essential services. Exemptions for unspecified positions not mentioned above must be approved by a simple majority vote of the City Council.
AND BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that this resolution shall take effect from the date of its passage.
