A RESOLUTION concerning
Authorizing Itinerant Merchant Sales Within the Annapolis Historic District for Approved Special Events During Calendar Year 2026
FOR the purpose of authorizing hawker, peddler, and itinerant merchant sales in the Historic District as part of approved Special Events during the calendar year 2026.
WHEREAS, The Annapolis Historic District is a nationally recognized area of significant architectural, cultural, and historical importance that attracts residents, visitors, and tourists from across the region and beyond; and
WHEREAS, The City Council has authority under Article III, Section 15 of the Annapolis City Charter to regulate the licensing and operation of hawkers, peddlers, and itinerant merchants within the City's boundaries, and under § 7.40.090 of the City Code, hawkers, peddlers, and itinerant merchants must obtain a license and satisfy specific conditions, including requirements applicable to business conducted within the Historic District; and
WHEREAS, Chapter 14.18 of the City Code states that regulating Special Events in the City is in the public interest, and it outlines the criteria for designating and authorizing a Special Event, mandating that a permit be obtained from the City's Special Events Coordinator, who must seek input from the appropriate City departments; and
WHEREAS, The City Council has determined that allowing itinerant merchant activities in designated areas of the Historic District during the year 2026, in conjunction with approved Special Events, will help achieve the City’s goals of promoting local economic development, supporting entrepreneurship, and creating a vibrant public space; and
WHEREAS, This approach also aims to protect public health, safety, and welfare, minimize impacts on permanent businesses, and preserve the district's historic and aesthetic character; and
WHEREAS, The following applicants have applied to hold Special Events in the City’s Historic District during calendar year 2026:

NOW, THEREFORE, BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that hawker, peddler, and itinerant merchant sales are authorized in the Historic District in conjunction with the Special Events listed above during the calendar year 2026.
AND BE IT FINALLY RESOLVED BY THE ANNAPOLIS CITY COUNCIL that this resolution shall take effect upon passage.
