A RESOLUTION concerning

 

Public Kayak Rack Pilot Program

 

FOR                     the purpose of creating a City of Annapolis pilot program to allow a public kayak rack in a street-end city park located on the City's waterfront.

 

 

WHEREAS,                      The City of Annapolis acknowledges the importance of promoting outdoor recreational activities on its waterways and providing opportunities for residents to engage in healthy and enjoyable water activities; and

 

WHEREAS,                      Kayaking is a popular Annapolis water sport that fosters physical activity, mental well-being, a stronger sense of community; and

 

WHEREAS,                      Waterfront access should be expanded in the City and facilitating kayak access in one of the city's street-end parks is expected to  enhance the overall recreational experience;

 

NOW, THEREFORE,

BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL  that:

 1. The City Council directs the City Manager to create a pilot project for installing a public kayak rack in a designated city park, subject to compliance with local regulations and guidelines.

 

2.  The City Manager shall work with the City Harbormaster to promulgate rules and specifications for the kayak racks and ensure aesthetics that complement the park's surroundings.

 

3.                     The City shall establish a permitting process, regulations on storage duration, maintenance responsibilities and any associated fees, and those be communicated to permit holders.

 

AND BE IT FINALLY RESOLVED BY THE ANNAPOLIS CITY COUNCIL that this resolution shall take effect upon passage.
