A RESOLUTION concerning
Support for House Bill 493 and Senate Bill 488 for a Local Bond Bill on the Annapolis Police Department Indoor Range
 
FOR      the purpose of expressing the Annapolis City Council's support of House Bill 493 and Senate Bill 488 for a local bond bill in the amount of $250,000 for the Annapolis Police Department indoor range with a local match of $250,000 from the City of Annapolis.  
 
WHEREAS,      the Annapolis Police Department has an indoor firing range in the basement of the Taylor Avenue station dating to 1972; and
 
WHEREAS,      the indoor firing range was not included in 2009 reconstruction activities at the Taylor Avenue station; and
 
WHEREAS,      the range has badly deteriorated to a point where it is unsafe by causing fired rounds to ricochet, fragment, or miss the traps and the ventilation system no longer properly directs or contains contaminants like lead and carbon monoxide; and
 
WHEREAS,      for these reasons, the Annapolis Police Department closed the range in August 2013; and
 
WHEREAS,      since the closure, the Annapolis Police Department has utilized an alternate range at the U.S. Naval Academy to train and qualify officers, free of charge based on temporary agreements, although this year new fees and charges will be imposed; and
 
WHEREAS,       there is a well-established tradition of the General Assembly of enacting bond bills to benefit local projects; and
 
WHEREAS,       the City will match the $250,000 amount of the State bond for the Annapolis Police Department indoor firing range.
 
 
NOW, THEREFORE, BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the Annapolis City Council supports House Bill 493 and Senate Bill 488 for a local bond bill in the amount of $250,000 for the Annapolis Police Department indoor range with a local match of $250,000 from the City of Annapolis.
 
AND, BE IT RESOLVED, BY THE ANNAPOLIS CITY COUNCIL that the City Clerk shall send copies of this resolution to Senator John C. Astle, Speaker of the House Michael E. Busch, and Delegates Ronald A. George and Herbert H. McMillan.
