A RESOLUTION concerning

Director of Central Services--Matthew H. Flinner

 

FOR                     the purpose of expressly confirming the appointment of Matthew Flinner as Director of Central Services; and consenting to compensate the Director of Central Services.

 

WHEREAS,                     Pursuant to § 3.08.030(F), the appointment and initial salary of the Director of Central Services is subject to confirmation by the City Council; and

 

WHEREAS,                      Matthew H. Flinner is coming to the City of Annapolis from Harrisburg, Pennsylvania, where he is chief of staff of the Pennsylvania Department of General Services, a state government agency with 1,000+ employees managing $4 billion in annual state spending,  where his duties include oversight of the state's capital and real estate projects, fleet vehicle and parking operations, procurement, facilities maintenance, and the 45-acre Pennsylvania Capitol Complex; and

 

WHEREAS,                     Tricia Hopkins, Human Resources Manager of the City of Annapolis, conducted a thorough review of Mr. Flinner’s qualifications and determined in her professional opinion that Mr. Flinner’s qualifications exceed the minimum requirements of the Annapolis Charter and that Mr. Flinner, by virtue of his background, education and experience, is more than qualified to hold the position of Director of Central Services; and

 

WHEREAS,                     Pursuant to the foregoing City Code provision, the City Council is required to expressly consent to the confirmation and compensation of the Director of Central Services.

 

NOW, THEREFORE, BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the Human Resources Manager for the City of Annapolis, Tricia Hopkins, conducted a comprehensive review of Mr. Flinner’s qualifications and has determined that:

1.                     Mr. Flinner's qualifications exceed the minimum requirements outlined in the Annapolis City Charter; and

2.                     Mr. Flinner's experience make him exceptionally qualified for the position of Director of Central Services.

 

BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the City Council expressly confirms the appointment of Mr. Flinner to the position of Director of Central Services and consents to compensate Mr. Flinner as Director of Central Services in the amount of $174,536 per annum.
