A ORDINANCE concerning
Special Residential Parking District 1 - State Circle
FOR      the purpose of authorizing a resident who occupies a dwelling unit in a building located on State Circle to be eligible for a permit in special residential parking district No. 1; and all other matters related to special residential parking district No. 1.
BY         repealing and re-enacting with amendments the following portions of the Code of the City of Annapolis, 2012 Edition
      Section 12.20.190      
      Section 12.32.020
      Section 12.32.150
 
      SECTION I:      BE IT ESTABLISHED AND ORDAINED BY THE ANNAPOLIS CITY COUNCIL that the Code of the City of Annapolis shall be amended to read as follows:
 
CHAPTER 12.20 - STOPPING, STANDING AND PARKING
12.20.190 Two-hour parking on State Circle.
A.      It is unlawful and a misdemeanor for the driver of any vehicle to park such vehicle for longer than two consecutive hours on any day between the hours of ten 10:00 a.m. and eight-thirty 8:30 p.m., on State Circle.
B.      Any person violating this section, upon conviction, is subject to a fine as established by resolution of the City Council.
 
CHAPTER 12.32 - SPECIAL RESIDENTIAL PARKING DISTRICTS
12.32.020 Parking restrictions within district.
A.      Except FOR AREAS DESIGNATED BY CITY SIGNAGE AS metered spaces, reserved parking, and no parking zones, Aa residential parking district PERMIT authorizes a resident of that district, whose vehicle displays a valid residential parking permit for that district, to park all day on the designated streets within that district.
B.      If there is a conflict between the map for any district and/or the listing of streets in the district, the listing of streets shall prevail. Parking in metered spaces, reserved parking, and no parking zones is subject to the signage posted by the City and is not subject to the provisions of this Chapter.
C.      EXCEPT AS PROVIDED ELSEWHERE IN THE CITY CODE, Aa resident is only eligible for a residential parking permit ONLY when the resident's address is located on one of the streets identified to be within a residential parking district.
 
12.32.150 Special residential parking district No. 1.
A.      There is created a special residential parking district No. 1. The following areas and streets are designated to be within this special residential parking district as shown on Map 12.32.150:
St. John's Street from Calvert Street to College Avenue,
Martin Street,
Francis Street,
Maryland Avenue,
Cumberland Court,
Fleet Street,
Main Street,
Pinkney Street,
Calvert Street from Bladen Street to St. John's Street,
North,
College Avenue between Saint. John's Street and Hanover Street,
Wagner,
Hanover,
King George between Randall and Wagner,
Prince George,
East,
Randall,
Bloomsbury Square, and
Cornhill,.
 
B.      Parking is limited to two hours PER DAY between the hours eight 8:00 a.m. and midnight 12:00 a.m., seven days a PER week unless the vehicle parked within this area displays the special residential parking permit.
C.      A resident in WHO OCCUPIES a dwelling unit in a building located on Main Street, on the boundary of Parking Districts 1 and 2 are IS eligible for a permit in one district or the other, but not both. The IF THE building must have been WAS constructed before 1960, the ground must be AND IS used for commercial purposes, and there must be IS no on-site parking ASSOCIATED WITH THE BUILDING OR LAND ON WHICH THE BUILDING IS LOCATED.
D.      A RESIDENT WHO OCCUPIES A DWELLING UNIT IN A BUILDING LOCATED ON STATE CIRCLE IS ELIGIBLE FOR A PERMIT IN SPECIAL RESIDENTIAL PARKING DISTRICT NO. 1.  Notwithstanding subsections A, B, and C above, during the reconstruction of Cornhill Street and its sidewalks during calendar years 2008 and 2009, parking on Cornhill Street is permitted only for residents of Cornhill and Fleet Streets.
E.      Notwithstanding subsections A, B, C, and D above, during the reconstruction of Hanover Street and the intersection of Hanover Street and Maryland Avenue and their sidewalks during calendar year 2009, parking on the last block of Maryland Avenue will be permitted only for residents of the last block of Maryland Avenue (from number 2 through number 16), and the last two blocks of Hanover Street (from number 195 through 249). Furthermore, parking on the last two blocks of Hanover Street will be permitted only for residents of the last block of Maryland Avenue (from number 2 through number 16) and the last two blocks of Hanover Street (from number 195 through 249).

      SECTION II:  AND BE IT FURTHER ESTABLISHED AND ORDAINED BY THE ANNAPOLIS CITY COUNCIL that this Ordinance shall take effect from the date of its passage.
