Filing of Grant Application with the Maryland Energy Administration

 

FOR                      the purpose of approving the filing of an application with the Maryland Energy Administration for Grant 2018-02-420S1; authorizing the City to receive technical assistance and unmatched funding in the amount of ($55,000); committing to adopt a policy to promote Energy Efficiency and Conservation; and committing to adopt a policy to promote the Development of Renewable Energy Resources.

 

 

WHEREAS,                     the Maryland Energy Administration (MEA) administers the Strategic Energy Investment Program set forth in Md. Code Ann. State Government Art. Sections 9-20B-01 et eq.; and

 

WHEREAS,                     pursuant to its statutory authority, the MEA has established the 2018 Maryland Smart Energy Communities Grant Program to encourage local Maryland government, including counties and municipalities, to voluntarily adopt formal policies promoting energy efficiency, renewable energy development, and/or reduction of reliance on petroleum as a transportation fuel, and to implement projects to achieve the objectives of such polices; and

 

WHEREAS,                     the MEA has determined that the City of Annapolis is eligible for an unmatched Grant award in the amount of $55,000 in FY2018 subject to meeting certain requirements, and the terms and conditions of the Maryland Smart Energy Communities Grant Agreement and Program; and

 

WHEREAS,                     the Grant Agreement and Program requires the City of Annapolis to formally adopt two policies committing the City: (1) to energy efficiency and conservation goals; and (2) to promote the development of renewable energy resources; and

 

WHEREAS,                     in furtherance of energy efficiency and conservation goals, the City has already entered into a Guaranteed Energy Savings Contract with Honeywell International Inc. to address and achieve such goals; and

 

WHEREAS,                     in furtherance of energy efficiency and conservation goals, the City plans to consider undertaking the following activities: replacement of exterior and interior lighting at twenty-five (25) City well pumping stations to LED lighting; replacement of existing T8, T12, compact fluorescent, incandescent and high intensity discharge technologies throughout the City to LED lighting; address the high operating hours and relatively inefficient technology currently in use throughout the City; and/or retrofitting the top floor of Gotts Garage, 25 Northwest Street with new LED technology; and

 

WHEREAS,                     in furtherance of the development of renewable energy resources, the City has already entered into a Land Lease Agreement with Annapolis Solar Park, LLC for the purpose of design and construction of a solar photovoltaic generating facility.

 

NOW THEREFORE BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the City shall adopt a policy to promote Energy Efficiency and Conservation to include:

(a)                      a commitment to reduce per-square foot electricity consumption of local government buildings by 15% within five years of a reasonable baseline year, as determined solely by MEA;

(b)                      a commitment to establish an electricity consumption baseline year prepared by estimating total local government building electricity consumption and size in gross square feet; and

(c)                      a commitment to develop an Energy Reduction Plan to document the baseline year energy consumption and a comprehensive program to reduce total electricity use, by gross square foot by 15% from baseline year use.

 

AND BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the City shall adopt a policy to promote the Development of Renewable Energy Resources to include:

(a)                      a commitment to reduce conventional, centralized electricity generation serving local government buildings by meeting at least 20% of those buildings’ electricity demand with distributed, renewable energy generation within five years of a reasonable baseline year, as determined solely by MEA;

(b)                      a commitment to estimate total local government building electricity consumption; and

(c)                      a commitment to develop and implement a Renewable Energy Action Plan to map out how the City will achieve the renewable energy goal.

 

AND BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the City Council hereby endorses this resolution, thereby indicating approval thereof.

 

AND BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that a copy of this resolution be sent to the Maryland Energy Administration.
