A RESOLUTION concerning
Public Works Maintenance Facility Task Force
FOR the purpose of establishing a temporary advisory Task Force to provide the City Council with findings and recommendations on the benefits and detriments of the appropriate location of the proposed maintenance facility described in the Maintenance Facilities capital project; and generally relating to the Task Force.
WHEREAS, on June 17, 2019, the City Council approved the establishment of a temporary advisory Task Force to analyze the benefits and detriments of the appropriate location of the proposed maintenance facility described in the Maintenance Facilities capital project; and
WHEREAS, the Task Force will submit its findings and recommendations to the City Council.
NOW, THEREFORE,
BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the temporary advisory Task Force commissioned to provide the City Council with findings and recommendations on the benefits and detriments of the appropriate location of the proposed maintenance facility described in the Maintenance Facilities capital project be established.
AND BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the Task Force consider the following issues:
• Environmental impacts, including the impact of the existing salt dome and fuel pumps and impacts on City waterways
• Land swap, title search, historical significance, easements
• Housing - need, type, affordability
• Zoning - special exceptions
• Traffic and connectivity of communities
• Partnerships with Anne Arundel County, the State of Maryland, and the Anne Arundel County Board of Education - including fuel station, pedestrian bridges, and recreational amenities
• Quality of life impacts on residents of Wards 1, 4, and 5 - traffic and noise barriers affecting local communities (e.g., Kingsport, Village Green, Homes at the Glen, Annapolis Walk, the Enclave, and Truxtun Heights, AND BYWATER CORRIDOR)
• Recreational amenities, bike paths, and connectivity of communities
• Impact on businesses
• Impact on tax revenues and City services
• Impact on Department of Public Works maintenance employees - working conditions, employee relations, and morale.
AND BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that:
1. The Mayor shall appoint members to the Task Force based on their expertise in the subjects being evaluated;
2. Designees from the Anne Arundel County government, the State of Maryland government, and the Anne Arundel County Board of Education shall be asked to serve on the Task Force;
3. Task Force members shall serve without compensation
4. The Task Force shall elect from among their membership a chair, a vice chair, and a secretary, as it deems necessary and appropriate;
5. The Task Force shall have at least one meeting at which the Task Force takes public testimony; and
6. The Task Force may adopt rules of procedure as it deems necessary and appropriate for the conduct of its meetings and activities.
AND BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the Task Force shall submit its findings and recommendations to the City Council no later than the first regular meeting of the City Council in January 2020.
