A RESOLUTION concerning
Director of Public Works - Burr Vogel
FOR the purpose of expressly confirming the appointment of Burr Vogel as the Director of Public Works for the City of Annapolis; and consenting to compensate the Director.
WHEREAS, The Annapolis City Council is considering the appointment of Burr Vogel as Director of Public Works;
WHEREAS, The Director of Public Works position became vacant on July 1, 2023; and
WHEREAS, Tricia Hopkins, Human Resources Manager of the City of Annapolis, conducted a thorough review of Mr. Vogel’s qualifications and determined in her professional opinion that Mr. Vogel’s qualifications exceed the minimum requirements of the Annapolis Charter and that Mr. Vogel, by his background, education and experience, is more than qualified to hold the position of Director of Public Works; and
WHEREAS, Mr. Vogel is an experienced civil engineer with 26 years of experience directing all aspects of engineering, construction, and facilities management, as well as creating and implementing innovative organizational development initiatives to achieve the highest quality and most cost-effective outcomes; and
WHEREAS, From 2021 to 2022, Mr. Vogel was a senior project executive at Jacobs Technology in Bangor, Washington, leading a staff of 230 and providing facility operation, maintenance, and repairs at Naval Base Kitsap, which contains 970 buildings and nine million square feet of facilities at the Bangor Trident Submarine Base, Puget Sound Naval Shipyard, and four additional outlying sites; and
WHEREAS, From 2019 to 2021, Mr. Vogel was executive officer for Naval Facilities Engineering Systems Command Washington in Washington, DC, where he directed 1300 civilian engineers, architects, and other professionals delivering full lifecycle facility and infrastructure services worth over $1 billion per year to 10 Department of Defense campuses in the Nation Capital Region; and
WHEREAS, Mr. Vogel's prior experience included deputy commander of operations for Naval Facilities Engineering Systems Command in Washington, DC, director of public works for Joint Base Pearl Harbor-Hickman in Hawaii, chief operations officer for Naval Facilities Engineering Systems Command Hawaii, and director of public works for Naval Support Activity Bethesda in Maryland; and
WHEREAS, Pursuant to Subsection 3.08.030(F) of the Annapolis City Code, the appointment and initial salary of the Director of Public Works is subject to confirmation by the City Council.
NOW, THEREFORE,
BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the Council has reviewed the qualifications of Burr Vogel and is satisfied that he is well qualified for the Director of Public Works position; and
BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the Council expressly confirms the appointment of Burr Vogel to the position of Director of Public Works and consents to compensate Mr. Vogel as Director of Public Works in the amount of $184,940 per annum.
