A RESOLUTION concerning
Itinerant Merchant Sales in the Historic District for a Flea Market
FOR the purpose of authorizing hawker, peddler, and itinerant merchant sales in the Historic District in conjunction with certain special events for a flea market on an October 19, 2025.
WHEREAS, Peddlers, hawkers, and itinerant merchants were an essential component of the Colonial-era economy and have operated in Annapolis since those times; and
WHEREAS, Modern peddlers, hawkers, and itinerant merchants are essential to our economy, selling and delivering agricultural products, kitchen supplies, clothing, and a wide variety of other goods and services every day; and
WHEREAS, Annapolis embraces periodic street fairs in business districts throughout the City that bring peddlers, hawkers, and itinerant merchants to our communities; and
WHEREAS, Peddling, hawking, and itinerant vending can provide an entry point for micro-entrepreneurs, expanding economic opportunities, creating new jobs, and helping enable upward mobility; and
WHEREAS, Naptown Flea, a local for-profit organization that organizes community markets in Annapolis, has requested a license to set up a mix of booths featuring vintage clothing, decor, and accessories, along with products from various artisans. This event is scheduled to take place in the parking spaces in front of Federal House and Iron Rooster on October 19th; and
WHEREAS, Article III, Section 15 of the City Charter grants the City Council the power to regulate by ordinance peddlers, hawkers, and itinerant dealers in the City; and

WHEREAS, Section 7.40.020(A) requires a license for flea market sales, and persons selling commodities from a location within the historic district need permission from the City Council; and
WHEREAS, Section 7.40.090(A)(7) of the City Code allows the City Council to permit specific itinerant merchant events by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that sales of merchandise in the Historic District are allowed on October 19, 2025, from 1 p.m. to 6 p.m. in conjunction with Naptown Flea.
AND BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that this resolution shall take effect on the date of its passage.
