AN ORDINANCE concerning
Reducing the Human Relations Commission Membership
FOR the purpose of reducing the membership of the Human Relations Commission from fifteen to nine members; providing for a transition period during which existing members serve out their terms; and generally relating to the composition of the Human Relations Commission.
BY repealing and reenacting with amendments the following portions of the Code of the City of Annapolis, 2026 Edition: Section 2.48.140
SECTION I: BE IT ESTABLISHED AND ORDAINED BY THE ANNAPOLIS CITY COUNCIL that the Code of the City of Annapolis shall be amended to read as follows:

Chapter 2.48 - Boards, Commissions and Committees
Article V - Human Relations Commission
Section 2.48.140 Composition.
A Human Relations Commission, consisting of fifteen residents of the City, who have demonstrated an interest and have acquired experience in matters relating to human relations concerns in the City, shall be appointed by the Mayor and confirmed by a majority of the City Council. Each member of the Commission shall serve for a term of three years, or until a successor is appointed and qualifies, commencing on July 1st in the year in which appointed. The City Council shall designate the initial terms of the members of the Commission so that the terms of not more than five members expire in any one year.
A Human Relations Commission, consisting of nine residents of the City, who have demonstrated an interest and have acquired experience in matters relating to human relations concerns in the City, shall be appointed by the Mayor and confirmed by a majority of the City Council.
1. Each member of the Commission shall serve a three-year term, or until a successor is appointed and qualified, beginning on July 1 of the year of appointment.
2. The City Council shall stagger the terms of its members so that no more than three members' terms expire in any given year.
3. A meeting quorum of the Human Relations Commission shall be a majority of actual seated members.
SECTION II: BE IT FURTHER ESTABLISHED AND ORDAINED BY THE ANNAPOLIS CITY COUNCIL that:
1. The nine-member limit shall take effect when the number of members of the Human Relations Commission has been reduced to nine;
2. The Mayor shall not appoint new members to the Human Relations Commission except to fill a vacancy when the total number of seated members falls below nine; and
3. The Mayor may encourage members to voluntarily end their terms early or take other such voluntary steps as needed to reduce the number of commission members.
4. Until the Commission has been reduced to nine members, the quorum provision of § 2.48.140.3 shall apply based on the total number of members then seated on the Commission.
SECTION III: AND BE IT FINALLY ESTABLISHED AND ORDAINED BY THE ANNAPOLIS CITY COUNCIL that this Ordinance shall take effect upon passage.
