AN ORDINANCE concerning

 

Updates and Corrections to Special Residential Parking Districts

 

FOR                     the purpose of moving Bloomsbury Square from Special Residential Parking District 1 and into District 4; updating the district descriptions and maps; and generally related to the City's special residential parking districts.

SECTION I:                     BE IT ESTABLISHED AND ORDAINED BY THE ANNAPOLIS CITY COUNCIL that the Code of the City of Annapolis shall be amended to read as follows:

 

Title 12 - VEHICLES AND TRAFFIC

Chapter 12.32 - Special Residential Districts

 

12.32.150 Special residential parking district No. 1.

A.                     There is created a special residential parking district No. 1. The following areas and streets are designated to be within this special residential parking district as shown on Map 12.32.150

St. John's Street from Calvert Street to College Avenue,

Martin Street,

Francis Street,

Maryland Avenue,

Cumberland Court,

Fleet Street,

Main Street,

Pinkney Street,

Calvert Street from Bladen Street to St. John's Street,

North,

College Avenue between St. John's Street and Hanover Street,

Wagner,

Hanover,

King George between Randall and Wagner,

Prince George,

East,

Randall,

Bloomsbury Square, and

Cornhill.

A.                      There is a special residential parking district, Number 1, which consists of the following streets:

College Avenue between St. John's Street and Hanover Street;

Cornhill Street;

Cumberland Court;

East Street;

Fleet Street;

Francis Street;

Hanover Street;

King George Street between Randall Street and Wagner Street;

Main Street between Church Circle and Compromise Street;

Martin Street;

Maryland Avenue;

North Street;

Prince George Street;

Pinkney Street;

Randall Street;

State Circle;

Wagner Street.

B.                     Parking is limited to two hours per day between eight a.m. and twelve a.m., seven days per week unless the vehicle parked displays the special residential parking permit or is otherwise registered with the city and the authorized agent as a permit holder.

C.                     A resident who occupies a dwelling unit in a building located on Main Street, on the boundary of parking districts 1 and 2 is eligible for a permit in one district, but not both if the building was constructed before 1960 and is used for commercial purposes, and there is no on-site parking associated with the building or land on which the building is located.

D.                     A resident occupies a dwelling unit in a building located on State Circle is eligible for a permit in special residential parking district No. 1.

B.                     Hourly parking. Parking hours and time limits shall be promulgated by the City Manager in consultation with the director of the Department of Transportation per Section 12.24.070 of this title. The regulations shall be published on the City of Annapolis website.

C.                     Special eligibility criteria.

1.                      Main Street Residents. Residents of an existing building located on Main Street are eligible for a permit in either special parking district No. 1 or No. 2 if the building meets the following criteria:

a.                      The building was constructed before 1960; and

b.                     The building is used for commercial purposes; and

c.                      There is no on-site parking associated with the building or land on which the building is located.

2.                     State Circle Residents. Residents of an existing building on State Circle are eligible for a special residential parking permit in district No. 1. Unless otherwise prohibited, residents with a special residential parking district No. 1 permit may park on State Circle between 8:30 p.m. and 10 a.m.

12.32.160 Special residential parking district No. 2.

A.                     There is created a special residential parking district No. 2. The following areas and streets are designated to be within this special residential parking district as shown on Map 12.32.160

Main Street;

St. Mary's;

Newman;

Green;

Duke of Gloucester;

Franklin from Cathedral to Shaw;

Shaw, from South to Franklin;

South from Shaw to 114 South Street;

Anne Lane;

Richard's Lane;

Charles;

Cathedral from Conduit to South;

Conduit;

Union;

Market;

Revell;

Shipwright, beginning at the intersection of Market and Shipwright Street, and continuing along Shipwright Street from northwest to southeast to the northwest corner of real property comprising Lot 2 of Parcel 1245 (plat reference 5725/0833) known as #1 shipwright and extending across, and perpendicular to, Shipwright Street at that point; and Western side of Compromise.

A.                     There is a special residential parking district, Number 2, which consists of the following streets:

Anne Lane;

Cathedral Street, between South Street and Conduit Street (Cathedral Street between South Street and West Street is in District No. 3);

Charles Street;

Compromise Street, the western side of Compromise Street between Main Street and Duke of Gloucester Street;

Conduit Street;

Duke of Gloucester Street;

Green Street;

Newman Street;

Main Street;

Market Street;

Revell Street;

Richard's Lane;

Saint Mary's Street;

Shipwright Street, between Market Street and #1 Shipwright Street (Lot 2 of Parcel 1245, plat reference 5725/0833);

South Street, between Shaw Street and Church Circle;

Union Street.

B.                     Parking is limited to two hours per day between the hours of 8:00 a.m. and 12:00 a.m., seven days per week, unless the vehicle parked within this area displays the special residential parking permit or is otherwise registered with the City and the authorized agent as a permit holder.

C.                     A resident who occupies a dwelling unit in a building located in the WME zone on Shipwright Street shall be eligible for a parking permit in Special Residential Parking District No. 2.

D.                     A resident registered for a parking permit in District No. 2 and who occupies a dwelling unit in a building located on Main Street, on the boundary of Parking Districts 1 and 2 is eligible for a permit in one district, but not both if the building was constructed before 1960 and is used for commercial purposes, and there is no on-site parking associated with the building or land on which the building is located. Residences located on Franklin Street between Shaw and Cathedral, on the boundary of Parking Districts 2 and 3, are eligible for a permit in one district, but not both.

B.                     Hourly parking. Parking hours and time limits shall be promulgated by the City Manager, in consultation with the director of the Department of Transportation per Section 12.24.070 of this title. The regulations shall be published on the City of Annapolis website.

C.                     Special eligibility criteria.

1.  Main Street Residents. Residents of existing buildings on Main Street are eligible for a permit in either special parking district No. 1 or No. 2 if the building meets the following criteria:

a.                      The building was constructed before 1960; and

b.                     The building is used for commercial purposes; and

c.                      There is no on-site parking associated with the building or land on which the building is located.

2.                     WME Waterfront Maritime Eastport district residents. Residents of existing buildings in the WME district on Shipwright Street are eligible for a parking permit in special residential parking district No. 2.

3.                     Franklin Street Residents. Residents of existing buildings on Franklin Street between Shaw and Cathedral, on the boundary of special residential parking districts No. 2 and No. 3, are eligible for a permit in either district, but not both.

12.32.170 Special residential parking district No. 3.

A.                     There is created a special residential parking district No. 3. The following areas and streets are designated to be within this special residential parking district as shown on Map 12.32.170

Shaw from Lafayette to Franklin;

Dean;

City Gate;

Larkin;

Water;

Franklin, from Cathedral to Spa Creek;

Cathedral Street, between South Street and West Street;

City Gate Lane;

Cheston Avenue;

Colonial Avenue, between Steele Avenue and Murray Avenue;

Constitution Avenue;

Constitution Square;

Dean Street;

Franklin Street, between Spa Creek and Cathedral Street;

German Street;

Granville Avenue;

LaFayette Avenue;

Larkin Street;

Monticello Avenue, between West Street and Stehle Street;

B.                     A City resident living on a corner adjacent to a street located in residential parking district No. 3, but whose street address is not included in the residential parking district, shall have the option of purchasing a residential parking permit.

C.                     On the streets listed below, parking is limited to two hours per day between the hours of eight a.m. and midnight, seven days a week, inclusive, unless the vehicle parked within this area displays the special residential parking permit or is otherwise registered with the City and the authorized agent as a permit holder.

Dean Street;

Shaw Street;

City Gate Lane;

Water Street;

Larkin Street;

German Street;

Colonial Avenue, from Murray to Southgate Avenue;

Morris Street;

Murray Avenue from Colonial to Lafayette; and

Lafayette Street from West to Murray.

D.                     On other streets, parking is limited to two hours per day between the hours of eight a.m. to six p.m. Monday through Friday, inclusive, unless the vehicle parked within this area displays the special residential parking permit or is otherwise registered with the City and the authorized agent as a permit holder.

E. 1. Subject to paragraph 2., addresses in the MX Zoning District are not eligible for special residential parking permits.

2. (i) Residents of existing buildings along West Street from Church Circle to Madison Place are eligible for a permit in either of the adjoining parking districts if: (a) the building was constructed prior to the establishment of the MX zone; (b) the ground floor is used for commercial purposes; and (c) there is no on-site parking.

(ii)                     Residents of single-family dwellings or single-family attached dwellings that were constructed prior to November 14, 2016, are eligible for permits.

F.                     Residences located on Franklin Street between Shaw and Cathedral, on the boundary of Parking Districts 2 and 3, are eligible for a permit in one district or the other, but not both.

B.                     Hourly parking. Parking hours and time limits shall be promulgated by the City Manager, in consultation with the director of the Department of Transportation per Section 12.24.070 of this title. The regulations shall be published on the City of Annapolis website. 

C.                     Special eligibility criteria.

1.                      Mixed Use (MX) district residents. Residents living in an existing building in the MX zone are eligible for special residential parking permits only if provided herein.

2.   West Street residents. 

a.                     Residents of existing buildings on West Street from Church Circle to Madison Place are eligible for a permit in either special residential district No. 3 or No. 4 if:

i.                      The building was constructed prior to the establishment of the MX zone;

ii.                     The ground floor is used for commercial purposes; and

iii.                     There is no on-site parking.

b.                     Residents of single-family dwellings or single-family attached dwellings on West Street that were constructed prior to November 14, 2016, are eligible for permits.

3.                     Corner Housing. Residents living in an existing building on a corner adjacent to a street located in residential parking district No. 3, but whose street address is not included in the residential parking district, shall have the option of purchasing a residential parking permit.

4.                     Franklin Street Residents. Residents of existing buildings on Franklin Street between Shaw and Cathedral, on the boundary of special residential parking districts No. 2 and No. 3, are eligible for a permit in either district, but not both.

RESIDENTIAL PARKING DISTRICT NO. 3

 

 

12.32.180 Special residential parking district No. 4.

A.                     There is created a special residential parking district No. 4. The following areas and streets are designated to be within this special residential parking district as shown on Map 12.32.180

Northside of West Street from West Washington Street to Madison Place;

Clay Street from West Washington Street to parcels 292 and 204;

Bates;

Brewer;

Pleasant Street and Pleasant Court;

Munroe Court;

West Washington;

Monument;

Northwest;

Madison Place;

Hill;

Bertina A. Nick Way, north of Clay Street; and

Jefferson Place.

B.                     On the streets listed below, parking is limited to two hours per day between the hours of eight a.m. and midnight, seven days a week, inclusive, unless the vehicle parked within this area displays the special residential parking permit or is otherwise registered with the City and the authorized agent as a permit holder.

Hill Street;

Jefferson Place;

Madison Place; and

Munroe Court.

C.                     On other streets, parking is limited to two hours per day between the hours of eight a.m. and six p.m., Monday through Friday, inclusive, unless the vehicle parked within this area displays the special residential parking permit or is otherwise registered with the City and the authorized agent as a permit holder.

A.                     There is a special residential parking district Number 4, which consists of the following streets:

Bates Street;

Bertina A Nick Way, between New Vernon Street and Bates Street;

Bloomsbury Square, between Saint Johns Street and Roscoe Rowe Boulevard;

Brewer Street;

Calvert Street, from Bladen Street to St. John's Street;

Clay Street, between Glenwood Street and West Washington Street;

Hill Street;

Jefferson Place;

Madison Place;

Monument Street;

Munroe Court;

Northwest Street, between Calvert Street and College Creek;

Pleasant Street;

St. John's Street, between College Avenue and Calvert Street;

West Street, the outbound side of West Street between Jefferson Place and West Washington Street;

West Washington Street.

B.                     Hourly parking. Parking hours and time limits shall be promulgated by the City Manager, in consultation with the director of the Department of Transportation per Section 12.24.070 of this title. The regulations shall be published on the City of Annapolis website.

RESIDENTIAL PARKING DISTRICT NO. 4

 

 

12.32.181 Special residential parking district No. 5.

A.                     There is created a special residential parking district No.Number 5, which consists of the following streets:

Giddings Avenue between Forbes Street and Tucker Street;

Forbes Street between Monterey Avenue and Giddings Avenue;

Monterey Avenue between Forbes Street and Tucker Street; and

Annapolis Street between Taylor Avenue and Melvin Avenue, as shown on Map 12.32.181.

Annapolis Street, between Taylor Avenue and Melvin Avenue;

Forbes Street, between Monterey Avenue and Giddings Avenue;

Giddings Avenue, between Forbes Street and Tucker Street;

Monterey Avenue, between Forbes Street and Tucker Street.

B.                     On Annapolis Street between Taylor Avenue and Melvin Avenue, parking is limited to two hours between the hours of eight a.m. and six p.m. seven days a week unless the vehicle parked on this section of street displays the special residential parking permit or is otherwise registered with the City and the authorized agent as a permit holder. For all other streets in the district, parking is limited to two hours between the hours of eight a.m. and six p.m. on Monday through Saturday unless the vehicle parked within this area displays the special residential parking permit or is otherwise registered with the City and the authorized agent as a permit holder.

B.                     Hourly parking. Parking hours and time limits shall be promulgated by the City Manager, in consultation with the director of the Department of Transportation per Section 12.24.070 of this title. The regulations shall be published on the City of Annapolis website.
