A RESOLUTION concerning
City Supported Special Events in Fiscal Year 2026
FOR the purpose of identifying City Supported Special Events in Fiscal Year 2026 and waiving certain related City fees for those events.
WHEREAS, Section 14.18.160(A)(8) states, "City events, and special events exempted from the permit requirement pursuant to Section 14.18.050.B, that meet the definition of a major City dock event shall be included in the calculation of the special event limitations of this section."; and
WHEREAS, Section 14.18.020 of the City Code defines a “City Supported Special Event” as “a special event for which the City:
1. Waives some or all of the fees pursuant to Section 14.18.110; or
2. Agrees to provide financial or in-kind support and be identified as a sponsor; however
3. Shall not be the applicant or an event organizer; and
WHEREAS, Section 6.04.210 of the City Code states that “whenever a person leases, uses or occupies a City facility, the person shall be charged and pay a minimum of full fees for the use of the facility.”; and
WHEREAS, Full fees “means the value of the right to lease, use or occupy the City facility as determined by the Finance Director in a Fiscal Impact Note, plus all costs incurred by the City of Annapolis including, but not limited to, utility costs and costs associated with municipal services (public safety, public works, custodial, renovations, repairs, maintenance, transportation and parking)”; and
WHEREAS, Examples of City facilities include public spaces, grounds, parks, athletic facilities, fields, docks, piers, wet slips, moorings, developable waters, buildings, motor vehicles, equipment, structures, rooms or other parts of public buildings.
WHEREAS, Examples of City services include traffic control, crowd control, public safety support (police or fire), trash removal, sanitary services, recycling, bulk pick-up, the provision of water, sewer, electricity, communications or other utilities, transportation, and labor; and
WHEREAS, Section 6.04.210 further states that the fees for City services may be waived “by resolution of the City Council pursuant to guidelines approved by the City Council.”
AND, BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the following Special Events are designated City Suppported Special Events during Fiscal Year 2026 in recognition of their significance to our heritage and public service to our City:
• Independence Day Parade (July)
• Family Day Festival (July)
• Elk’s Pre-Labor Day Parade (September)
• Kunta Kinte Heritage Festival (September)
• Tug of War (November)
• Veterans Day Ceremony (November)
• Grand Illumination (November)
• Annapolis Holiday Market (December)
• Lights Parade (December)
• New Year’s Eve Celebration (December)
• St. Patrick’s Day Parade Weekend Events; Hooley and Shamrock the Dock (March)
• Annapolis Film Festival (March)
• Martin Luther King, Jr. Parade (April)
• African Diaspora Concert and Festival (April/May)
• Memorial Day Parade (May)
• Annapolis Pride Parade and Festival (June)
• Juneteenth Parade and Festival (June)
AND, BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that there shall be a waiver of certain fees for the designated City Supported Special Events identified in the Staff Report attached to this Resolution and incorporated by reference.
AND, BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that this resolution shall take effect from the date of its passage.
