A RESOLUTION concerning
Major City Dock Special Event Parking Rules
FOR the purpose of establishing parking rules to be effective during Major City Dock Special Events.
WHEREAS, Ordinance O-16-14 established Chapter 14.18 of the Annapolis Municipal Code governing Special Events in the City; and
WHEREAS, O-16-14 abrogated parking policies for major events at City Dock previously established by the Director of Transportation; and
WHEREAS, confusion over parking policies among residents and businesses during recent major special events demonstrates that clear Special Event Rules are desirable in the vicinity of Prince George Street; and
WHEREAS, these residential blocks contain approximately the following number of parking spaces; and

WHEREAS, in adopting R-19-14 establishing initial rules for Special Events, the City Council found “Under certain conditions and by weighing the impact of events on City facilities, City resources, resident quality of life, and normal business operations, a proposed special event may be subject to additional considerations as reasonable and appropriate to reduce the impact of the proposed special event”; and
WHEREAS, Section 14.18.030 provides “In administering this chapter, the Special Events Coordinator may propose rules not inconsistent with this chapter, for approval by resolution of the City Council”; and
WHEREAS, in R-19-14 the City Council resolved “Under certain conditions and by weighing the impact of events on City facilities, City resources, resident quality of life, and normal business operations, a proposed special event may be subject to additional considerations as reasonable and appropriate to reduce the impact of the proposed special event”.
NOW THEREFORE BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the following Special Event Parking Rules be appended to the Special Event Rules.
AND BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that this resolution shall take effect from the date of its passage.
III. SPECIAL EVENT PARKING RULES - DOWNTOWN/WARD 1
PURPOSE
SPECIAL EVENTS WHICH ATTRACT A LARGE NUMBER OF VISITORS TO THE DOWNTOWN AREA/CITY DOCK POSE A SPECIFIC DEMAND ON PARKING RESOURCES, PARTICULARLY WITHIN SPECIAL RESIDENTIAL PARKING DISTRICT 1. THESE RULES ARE INTENDED TO HELP ALLEVIATE THE PARKING DEMAND ON THE RESIDENTIAL COMMUNITIES WITHIN THE DOWNTOWN AREA DURING SPECIAL EVENTS.
EXISTING PARKING RESTRICTIONS IN DISTRICT
SPECIAL RESIDENTIAL PARKING DISTRICT 1 LIMITS PARKING TO TWO HOURS BETWEEN 8:00 A.M. AND 12:00A.M., SEVEN DAYS PER WEEK UNLESS THE VEHICLE PARKED WITHIN THE DISTRICT DISPLAYS A SPECIAL RESIDENTIAL PARKING PERMIT.
RULES
A. DURING SPECIAL EVENTS WHICH ATTRACT A LARGE NUMBER OF VISITORS OR USE A LARGE NUMBER OF ON-STREET/METERED PARKING SPACES AS SPECIFIED HEREIN, SPECIFIC BLOCKS OF SPECIAL RESIDENTIAL DISTRICT 1 SHALL BE DESIGNATED BY SIGNAGE AS “RESIDENT PARKING ONLY” (RPO).
B. SPECIAL EVENTS SO DESIGNATED SHALL INCLUDE JULY 4TH CELEBRATIONS AND THE FALL ANNAPOLIS SAIL AND POWER BOAT SHOWS. THE SPECIAL EVENTS COORDINATOR SHALL REVIEW ALL OTHER EVENTS ON A CASE-BY-CASE BASIS WITH THE DEPARTMENT OF TRANSPORTATION FOR:
1. EVENTS THAT UTILIZE MORE THAN 60 PAY AND DISPLAY SPACES ON THE CITY DOCK PARKING METER REGULATED SPACES ON DOCK STREET BETWEEN CRAIG STREET AND SUSAN CAMPBELL PARK.
2. EVENTS THAT UTILIZE MORE THAN 40 METERED SPACES ALONG DOCK STREET PARKING METER REGULATED SPACES ON DOCK STREET BETWEEN RANDALL STREET AND CRAIG STREET.
3. EVENTS THAT THE CITY OR APPLICANT ANTICIPATE WILL HAVE MORE THAN 10,000 ATTENDEES PER DAY AT CITY DOCK.
C. DURING SPECIAL EVENTS WHICH MEET ONE OR MORE OF THE CRITERIA LISTED IN B, THE FOLLOWING BLOCKS SHALL BE DESIGNATED BY SIGNAGE AS RPO:
1. PRINCE GEORGE STREET FROM CRAIG STREET TO EAST STREET; AND
2. RANDALL STREET FROM PRINCE GEORGE STREET TO KING GEORGE STREET; AND
3. EAST STREET FROM PRINCE GEORGE TO KING GEORGE.
D. ADDITIONALLY, FOR EVENTS THAT THE CITY OR APPLICANT ANTICIPATE WILL HAVE MORE THAN 20,000 ATTENDEES PER DAY AT CITY DOCK THE BLOCK OF PRINCE GEORGE STREET FROM EAST STREET TO MARYLAND AVENUE, EXCLUSIVE OF METERED PARKING SPACES, SHALL BE DESIGNATED BY SIGNAGE AS RPO.
E. THE DEPARTMENT OF TRANSPORTATION AND/OR ITS DESIGNEE SHALL BE RESPONSIBLE FOR THE REQUIRED DESIGNATION AND/OR SIGNAGE DURING RPO PERIODS. THE CITY RETAINS THE AUTHORITY AND DISCRETION TO MAKE ADDITIONAL CHANGES ON A CASE-BY-CASE BASIS.
F. ENFORCEMENT OF THE RPO AREA SHALL BE CONDUCTED AS PART OF THE REGULAR PARKING ENFORCEMENT DIVISION/POLICE DEPARTMENT WORK ACTIVITIES AND/OR IN RESPONSE TO A SPECIFIC REQUEST FOR PARKING ENFORCEMENT.
