AN ORDINANCE concerning

 

Taxicab Driver License Criteria

 

FOR                     the purpose of updating the criteria for a City taxicab driver license; requiring a Class C driver's license from the State instead of a Class D license; requiring a driver-for-hire tag from the State; limiting the size of a taxicab vehicle; and generally dealing with taxicab driver qualifications.

 

BY                     repealing and reenacting with amendments the following portions of the Code of the City of Annapolis, 2024 Edition:

                                          7.48.520

 

SECTION I:                     BE IT ESTABLISHED AND ORDAINED BY THE ANNAPOLIS CITY COUNCIL that the Code of the City of Annapolis shall be amended to read as follows:

 

Title 7 - BUSINESS LICENSES, TAXES AND REGULATIONS
Chapter 7.48 - TAXICABS

Article IV - Owner/Driver Permitting

 

 

 

7.48.020 Definitions.

B.                     "Taxicab" means:

1.                     Except as provided in Subsection (B)(2) of this section, a motor vehicle for hire that:

a.                     Is designed to carry seven or fewer individuals including the driver; and

b.                     Is used to accept or solicit passengers for transportation for hire between those points along highways in this City as the passengers request.

Taxicab.

1.                     Except as provided in Paragraph 2 below, "Taxicab" means a motor vehicle for hire engaged by the passenger for transportation service between points chosen by the passenger.

2.                     Taxicab does not include a motor vehicle operated on a regular schedule and between fixed termini with the approval of the Maryland pPublic sService sCommission.

 

 

Section 7.48.520 - Qualifications.

 

Each applicant for a taxicab driver's license shall:

A.                     Be of the age of eighteen years or over and a citizen of the United States or a declarant;

B.                     Hold a State class D driver's license and have resided in the County for six months before making the application;

C.                     Have a general geographical knowledge of the public thoroughfares and street locations in the City, and be able to pass any test the Department of Public Transportation may devise in the future as proof of such general knowledge.

To apply for a taxicab driver's license, the applicant shall:

1.                      Be at least 18 years old and either a United States citizen or a declarant;

2.                      Hold a valid State class C driver's license;

3.                      Hold a "B" license tag, indicating that they are a for-hire driver;

4.                      Drive a vehicle that weighs less than 26,001 pounds and carry no more than the number of passengers rated for the vehicle; and

5.                     Pass any Maryland Department of Transportation-required tests.

 

SECTION II:  AND BE IT FURTHER ESTABLISHED AND ORDAINED BY THE ANNAPOLIS CITY COUNCIL that this ordinance shall take effect upon passage.
