A RESOLUTION concerning

 

Community Development Block Grant Program -

2020 Amended Citizen Participation Plan

                     

FOR                     the purpose of adopting an Amended Citizen Participation Plan as it relates to the administration of the Community Planning and Development programs funded by the U.S. Department of Housing and Urban Development.

 

WHEREAS,                     the Consolidated Plan (CP) and Analysis of Impediments to Fair Housing (AI) are documents required by the U.S. Department of Housing and Urban Development (HUD) for jurisdictions to continue to receive federal housing and community development funding; and

 

WHEREAS,                      the City of Annapolis receives Community Development Block Grant (CDBG) funding annually; and

 

WHEREAS,                      the CP examines the housing and community development needs of the City, sets priorities for the CDBG funds, establishes an Annual Action Plan for meeting current and future needs, and identifies the City’s performance in meeting its annual goals through the Consolidated Annual Performance Evaluation Report (CAPER); and

 

WHEREAS,                     in response to the COVID-19 Pandemic and in accordance with the flexibility provided under the CARES Act, the City of Annapolis is amending its Citizen Participation Plan, to promote and support “social distancing” while continuing to offer the public an opportunity to provide valuable citizen input and insight into the policies, and procedures of its Community Development Block Grant Program; and

 

WHEREAS,                     the CP , AAP and AI are also required to have a strategy for resident participation in the planning process; and

 

WHEREAS,                      the amended Citizen Participation Plan presents the City’s plan for providing for and encouraging all citizens to participate in the development, revision, amendment, adoption, and implementation of the: (1) Citizen Participation Plan (CPP), (2) Analysis of Impediments to  Fair Housing (AI), (3) Consolidated Plan (CP), (4) Annual Action Plan (AAP), (5) Consolidated Annual Performance and Evaluation Report (CAPER), and (6) Section 108 Loan Guarantee Program Lead Agency; and

 

WHEREAS,                      the Planning and Zoning Department Community Development Division is the lead agency for the administration of the CDBG Program; and

 

WHEREAS,                      local jurisdictions, which adopted a citizen participation plan prior to August 17, 2015, are required to amend their plans to comply with new provisions of 24 C.F.R. § 91.105 to include ways for citizens to participate in and comment on the City’s Fair Housing Assessment.

 

 

NOW THEREFORE BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the 2020 Amended Citizen Participation Plan as it relates to the administration of the Community Planning and Development programs funded by the U.S. Department of Housing and Urban Development is hereby adopted.
