AN ORDINANCE concerning
City Council Consent Calendar
FOR the purpose of amending the Rules of Procedure to permit certain agenda items to be voted upon as a single group under a Consent Calendar category of the City Council Meeting Agenda.
BY repealing and re-enacting with amendments the following portions of the Code of the City of Annapolis, 2013 Edition

Section 2.16.050
Section 2.16.060
BY adding the following portions to the Code of the City of Annapolis, 2014 Edition
Section 2.16.055
WHEREAS, a Consent Calendar is a category of the City Council Agenda whereby routine committee reports, meeting minutes, and non-controversial items not requiring debate or independent action are voted upon as a single group; and
WHEREAS, a Consent Calendar is an efficient procedure to save meeting time by allowing the City Council to approve a single group of items under one motion and one roll call vote; and
WHEREAS, items may be placed on a Consent Calendar subject to unanimous City Council agreement. Upon the objection of a member of the City Council, any item in question shall be removed from the Consent Calendar and heard in its regular order on the agenda; and
WHEREAS, If a member of the public wishes to speak on an item on the Consent Calendar, that item must be removed and heard in its regular order on the agenda.
SECTION I: BE IT ESTABLISHED AND ORDAINED BY THE ANNAPOLIS CITY COUNCIL that the Code of the City of Annapolis shall be amended to read as follows:
CHAPTER 2.16 - CITY COUNCIL
Article I - Rules of Procedure
2.16.030 - Order of business.
A. The order of business THE AGENDA SHALL INCLUDE THE FOLLOWING CATEGORIES at all REGULARLY SCHEDULED meetings of the City Council shall be as follows. THE MAYOR OR THE MAYOR’S DESIGNEE, WITH THE CONSENT OF THE CITY COUNCIL, MAY ARRANGE THE AGENDA IN ANY ORDER NECESSARY TO ACCOMPLISH THE CITY'S BUSINESS IN THE MOST EXPEDITIOUS MANNER POSSIBLE:
1. Roll call;
2. APPROVAL OF AGENDA AND CONSENT CALENDAR;
23. Approval of journal of proceedings of prior meetings;
34. Petitions, reports and communications;
4. Action on applications and appeals;
5. PUBLIC HEARINGS;
6. LEGISLATIVE ACTION;
7. Monthly reports and bills;
87. Business and miscellaneous.
3. PETITIONS, REPORTS AND COMMUNICATIONS;
4. APPROVAL OF CONSENT CALENDAR;
5. APPROVAL OF JOURNAL OF PROCEEDINGS;
6. PUBLIC HEARINGS;
7. LESISLATIVE ACTIONS;
8. BUSINESS AND MISCELLANEOUS.
B. The order of business at all special meetings of the City Council shall be as established by the Mayor OR THE MAYOR’S DESIGNEE.
2.16.050 - Calling meeting to order-Roll call-Reading and approval of journal of last meeting.
At the hour designated, the Mayor shall take the chair and call the council to order. The Mayor shall then direct the City Clerk to call the roll, and if a quorum is present, the journal of the last meeting shall be read and approved, after correction of any errors.
2.16.055 - CONSENT CALENDAR
A. THE CITY CLERK MAY PREPARE A CONSENT CALENDAR CONTAINING ANY OF THE FOLLOWING ITEMS FROM THE MAYOR’S PROPOSED COUNCIL AGENDA:
1. JOURNAL OF PROCEEDINGS OF PRIOR MEETINGS;
2. ITEMS OF BUSINESS, INCLUDING LEGISLATION THAT HAS RECEIVED THE RECOMMENDATION OF APPROVAL OR APPROVAL WITH MINOR MODIFICATIONS FROM COUNCIL STANDING COMMITTEES;
3. ITEMS OF BUSINESS WHICH ARE INFORMATIONAL AND DO NOT REQUIRE A VOTE;
4. LEGISLATION THAT IS BEING PRESENTED ON FIRST READER, AND SHALL INCORPORATE DESIGNATED COMMITTEE REFERRALS; AND
5. LEGISLATION THAT IS ON THE AGENDA FOR POSTPONEMENT TO DATE CERTAIN OR WITHDRAWAL.
B. THE CITY CLERK SHALL POLL MEMBERS OF THE CITY COUNCIL PRIOR TO THE MEETING TO SEEK CONCURRENCE OF ITEMS TO BE INCLUDED ON THE CONSENT CALENDAR. UPON RECEIPT OF THE DRAFT AGENDA, MEMBERS OF THE CITY COUNCIL SHALL NOTIFY THE CITY CLERK OF ANY ITEMS THEY WISH TO HAVE REMOVED FROM THE CONSENT CALENDAR PRIOR TO PUBLICATION OF THE FINAL AGENDA.
C. AT THE CITY COUNCIL MEETING, PRIOR TO ACCEPTING A MOTION TO APPROVE THE AGENDA AND CONSENT CALENDAR, THE MAYOR SHALL ASK THE MEMBERS OF THE COUNCIL WHETHER THERE ARE ANY OBJECTIONS TO THE ITEMS ON THE CONSENT CALENDAR. UPON THE OBJECTION OF ANY MEMBER, ITEMS SO IDENTIFIED SHALL BE REMOVED FROM THE CONSENT CALENDAR WITHOUT THE NEED FOR STATING A REASON AND SHALL BE HEARD IN REGULAR AGENDA ORDER.
D. AT THE CITY COUNCIL MEETING, PRIOR TO ACCEPTING A MOTION TO APPROVE THE CONSENT CALENDAR, THE MAYOR SHALL ASK IF ANY INDIVIDUAL PRESENT AT THE MEETING WISHES TO SPEAK ON AN ITEM ON THE CONSENT CALENDAR. ANY ITEM SO IDENTIFIED SHALL BE REMOVED FROM THE CONSENT CALENDAR WITHOUT THE NEED FOR STATING A REASON AND SHALL BE HEARD IN REGULAR AGENDA ORDER.
ED. ALL REMAINING ITEMS ON THE CONSENT CALENDAR SHALL BE APPROVED BY ROLL CALL, WITHOUT DEBATE, AFTER A MOTION FOR APPROVAL IS MOVED AND DULY SECONDED.
1. APPROVAL OF THE CONSENT CALENDAR SHALL BE DEEMED APPROVAL OF ALL ITEMS UNDER THE CONSENT CALENDAR. THE APPROVAL OF EACH ITEM SHALL BE SET FORTH SEPARATELY IN THE JOURNAL OF PROCEEDINGS OF THE MEETING.
2. WHERE SUCH ITEMS REQUIRE A ROLL CALL VOTE, THE ROLL CALL OF VOTES CAST FOR THE CONSENT CALENDAR SHALL BE RECORDED.
3. MINOR MODIFICATIONS TO CONSENT CALENDAR ITEMS THAT WERE RECOMMENDED BY COUNCIL STANDING COMMITTEES SHALL BE DEEMED INCORPORATED INTO THOSE ITEMS.
4. ORDINANCES PLACED ON THE CONSENT CALENDAR FOR SECOND READING SHALL BE DEEMED READ FOR A THIRD TIME AND FINAL ACTION SHALL HAVE BEEN TAKEN ON THOSE ITEMS UPON APPROVAL OF THE CONSENT CALENDAR.
5. SHOULD THE VOTE ON APPROVAL OF THE CONSENT CALENDAR FAIL, THE ITEMS ON THE CONSENT CALENDAR SHALL BE HEARD IN REGULAR AGENDA ORDER DURING THE REMAINDER OF THE COUNCIL MEETING.
2.16.060 - Dispensing with r Reading of journal OF PROCEEDINGS.
The journal shall be read only at regular meetings. and at any time the reading may be dispensed with by unanimous consent. UNLESS A READING OF THE JOURNAL OF PROCEEDINGS IS REQUESTED BY A MEMBER OF THE CITY COUNCIL, SUCH JOURNAL MAY BE APPROVED WITHOUT READING IF THE CITY CLERK HAS PREVIOUSLY FURNISHED EACH MEMBER WITH A COPY THEREOF.
SECTION II: AND BE IT FURTHER ESTABLISHED AND ORDAINED BY THE ANNAPOLIS CITY COUNCIL that this Ordinance shall take effect from the date of its passage.
