A RESOLUTION concerning
Fee Waiver -
2026 Community Meet and Greet with Budweiser Clydesdale Horses
FOR the purpose of identifying the meet and greet with the Budweiser Clydesdale horses that will be held on Sunday, December 27, 2026, in Annapolis as a Major Special Event, and waiving charges for specific City of Annapolis costs related to the event.
WHEREAS, The Inner West Street Association is holding a community meet and greet with the Budweiser Clydesdale horses on Sunday, December 27th, from 2 p.m. to 6 p.m., the day before the military bowl college football game; and
WHEREAS, The horses are available for Annapolis residents and visitors to have pictures taken with the horses and see them walk through the inner West Street and Calvert Street area, and at the same time, the Inner West Street Association provides a festive celebration with music while local businesses provide food and beverages; and
WHEREAS, The use of a sponsor's name or brand in the title or description of a special event identifies the sponsor and does not constitute an endorsement by the City of the sponsor, its products, or its services, and the Council believes that the public benefits of a special event for which the City waives fees outweigh any incidental promotional value provided by a sponsor's name; and
WHEREAS, Section 14.18.110 of the City Code states in subsection B that “[t]he City Council may exempt certain special events from the application fee and location fee set by resolution…” and in subsection C that “The City Council may exempt certain special events from the service fee in accordance with Section 6.04.210.”
NOW, THEREFORE, BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that:
1. The meet and greet with the Budweiser Clydesdale horses that will be held on Sunday, December 27, 2026, in Annapolis is hereby designated a Major Special Event; and
2. The City of Annapolis hereby waives reimbursement for the costs associated with the Inner West Street Association event, up to a maximum of $6,900, including but not limited to costs for providing security, cleanup, and other related services; and
3. This fee waiver demonstrates the City's gratitude for the event's beneficial impact on the community, emphasizing its dedication to fostering a friendly and lively atmosphere for both locals and guests.
AND BE IT FINALLY RESOLVED BY THE ANNAPOLIS CITY COUNCIL that this resolution shall take effect upon passage.
