FOR the purpose of detailing the spending of Covid-19 Relief Funding for specific purposes…
WHEREAS, On March 5, 2020, Maryland Governor Larry Hogan declared a State of Emergency due to the Covid-19 Pandemic and the first three confirmed cases in the State.
WHEREAS, On March 13, 2020, President Trump declared a nationwide emergency as it relates to the Covid-19 Pandemic. All 50 States, the District of Columbia, and 4 territories have been approved for major disaster declarations to assist with additional needs identified under the nationwide emergency declaration for Covid-19.
WHEREAS, On March 16, 2020 the Maryland State Superintendent announced all public schools will close
WHEREAS, according to the John Hopkins University School of Medicine, Coronavirus Resource Center, Maryland has recorded 131,357 confirmed cases and 3,999 deaths.
WHEREAS, according to the Anne Arundel County Dept. of Health, Anne Arundel County has recorded 10,875 cases and 245 deaths of that there are 1,976 confirmed cases in Anne Arundel County.
WHEREAS, according to Maryland Department of Labor, Division of Workforce Development and Adult Learning, Office of Workforce Information and Performance at its peak the Covid-19 Pandemic forced 10.1% Marylanders onto unemployment
WHEREAS, according to Maryland Department of Labor, Division of Workforce Development and Adult Learning, Office of Workforce Information and Performance at its peak the Covid-19 Pandemic forced 13.2% of Anne Arundel County residents onto unemployment
WHEREAS, in 2020 throughout the course of State of Emergency Eastport has seen a 16% increase in aggravated assault and a 7% increase in burglary (increase in recent shootings included in aggravated assaults)
WHEREAS, the Covid-19 Pandemic has created significant economic, mental, and social challenges for residence of the City of Annapolis, in particularly in our most vulnerable communities
NOW, THEREFORE,
BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL , in order to effectively assist our communities in need the council designates $575,000 of the Covid-19 Relief Funding for the following purposes
$200,000 for apprenticeship opportunities in the City of Annapolis, $100,000 will be in the form of a grant to the Housing Authority of the City of Annapolis with the specific purpose of establishing a program for apprenticeship opportunities in Emergency Maintenance Services, Routine Maintenance Services, and Preventative Maintenance Services. While the remaining $100,000 will be sent to the Department of Public Works to be used at the discretion of the Director for apprenticeship opportunities within his/her individual Department.
$100,000 will be used for the No Harm Violence Interrupters Program (V.I.P). The purpose of the program is to identify individuals who have lived experiences in high crime communities in the City of Annapolis. The No Harm V.I.P Team will as violence interrupters and community ambassadors for a grass roots coalition of advocates, progressive politicians, and public safety professionals to
1. Reduce incidents of violent crime in Annapolis
2. Develop community centered healing events to promote neighborhood call to action to end violence
3. Talk with Gun Violence Survivors to connect them to resources for adjusting to a normal life and assist with gaining knowledge on their individual cases
4. Implement precautionary procedures to prevent retaliatory crimes
5. Develop City of Annapolis Protocol for ongoing inter community violence
6. Develop public facing crime map and data table to focus on domestic, gun, knife, and sexual violence.
7. Develop Racial Equity Reentry Task Force in partnership with Public Safety Officials
8. Team of 10 Neighborhood Conflict Escalators
$100,000 in pre-eviction assistance for low-income communities in the City of Annapolis, protecting those residents unable to obtain funding for rental assistance due to the Dec 31st eviction moratorium - which prohibits residence from receiving assistance until that date.
$100,000 grant to the Arundel Lodge for continued mental health assistance
$75,000 in rent assistance for businesses in the Beauty & Healthcare industry - barbershops, beauty salons, nail salons, massage parlors etc…
