AN ORDINANCE concerning

 

Annual Performance Statements

 

FOR                     the purpose of clarifying the requirement for each City agency and department to file an annual performance statement.

 

BY                        repealing and re-enacting with amendments the following portions of the Code of the City of Annapolis, 2020 Edition

SECTION I:                     BE IT ESTABLISHED AND ORDAINED BY THE ANNAPOLIS CITY COUNCIL that the Code of the City of Annapolis shall be amended to read as follows:

 

Title 2 - ADMINISTRATION

Chapter 2.60 - PERFORMANCE REVIEW

 

Section 2.60.010 - Policy.

 

To assure ENSURE that the continuance of AGENCIES, departments, AND programs, boards, and commissions is necessary to serve the public interest, it is the policy of the City that the agencies and departments of the City shall be subject to procedures and performance review.

 

Section 2.60.020 - Performance statement-Required.

 

                     FOR THE PURPOSES OF THIS CHAPTER, BOARDS, COMMISSIONS, AND COMMITTEES ARE NOT AGENCIES OF THE CITY.

 

2.60.030 - Performance statement-Content.

 

Each agency AND DEPARTMENT, for itself and its activities and programs, shall file an annual statement of performance standards with the City Clerk no later than January 15th each year. Each statement shall address the following requirements:

 

A.                     The general purpose of the agency OR DEPARTMENT, activity or program;

B.                     Quantifiable and specific goals and objectives proposed to be met during the ensuing fiscal year;

C.                     Long-range goals and objectives proposed to be met during each of the next four ensuing fiscal years;

D.                     Annual performance standards which shall THAT form the basis upon which the City Council shall consider whether or not:

1.                     Goals and objectives have met changing circumstances and priorities, and

2.                     The goals and objectives require modification to meet changing circumstances and priorities; and

E.                     The precise degree of compliance with or adherence to each performance standard established for the preceding fiscal year. Supplementary information shall be submitted only to explain a significant deviation from a performance standard.

 

Section 2.60.040 - Performance statement-Review-Agency, DEPARTMENT, or program extension.

 

The City Council shall conduct a public hearing with regard to each performance statement. The City Council shall review and evaluate each statement, making revisions as are deemed advisable. The City Council shall adopt a resolution no later than March 1 approving the performance statement STATEMENTS as submitted or with revisions or modifications as are deemed advisable.

 

Section 2.60.050 - Repeal of ordinances of terminated agencies, DEPARTMENTS, and programs.

 

Any section of this Code pertaining to any agency, DEPARTMENT or program which THAT is terminated or expires by reason of the operation of this chapter is deemed to have been repealed as of the effective date of the termination or expiration. The City Council has the authority to transfer the functions, or portions of the functions or program to another department or agency OR DEPARTMENT of the City, and to pass remedial legislation as it deems necessary and proper to effectuate the orderly transfer, reduction, or elimination of services or functions of any terminated agency or program.

 

 

SECTION II:  AND BE IT FURTHER ESTABLISHED AND ORDAINED BY THE ANNAPOLIS CITY COUNCIL that this ordinance shall take effect from the date of its passage.
