A RESOLUTION concerning

Compensation of Acting City Manager Victoria Buckland

 

FOR                     the purpose of expressly consenting to compensate an acting city manager when the position remains vacant for six months, and setting an effective date.

 

 

WHEREAS,                     Pursuant to the Annapolis Charter, Article VI, Section 2B, the City Council is required to expressly consent to compensate an acting city manager when the position remains vacant for six months.

 

WHEREAS,                      The Annapolis Charter, Article VI, Section 2B(f), states, "In the event of a vacancy in the position of City Manager, the Mayor shall promptly appoint a qualified person to serve as acting City Manager.

(1)The acting City Manager may exercise all the powers of the City Manager and enjoys the same immunity accorded to the City Manager.

(2)The acting City Manager shall receive such compensation as determined by the Mayor consistent with the executive pay plan.

(3)However, if the position of City Manager remains vacant for more than six months, no compensation may be paid to an acting city manager without the approval of the Council at every six-month interval."; and

 

WHEREAS,                     Pursuant to subsection (3) above, acting City Manager Victoria Buckland's six-month term ends on November 9, 2025, five days after the November 4, 2025, general election in Annapolis; and

 

WHEREAS,                      The terms of Mayor Buckley and the current City Council will end on November 30, and the Mayor and Council believe it is appropriate to extend the acting city manager's term until after the swearing-in of the new Mayor and Council on December 1, 2025, and the subsequent organization of the Council; and

 

WHEREAS,                      The Mayor and City Council for the 2025-2029 term will hold their first meeting on December 8, 2025. However, the new Mayor requires time to: 1) appoint a new city manager, and 2) present this appointment to the Council for a vote before the term of the current Acting City Manager, Victoria Buckland, ends; and

 

WHEREAS,                     Mayor Buckley and the current City Council have full confidence in Acting City Manager Victoria Buckland's ability to maintain a high level of performance in this role and ensure continuity of City services and operations through to the end of term and the transition to a new administration;

 

NOW, THEREFORE, BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the City Council expressly consents to compensate Victoria Buckland as acting city manager commencing November 9, 2025, for up to six months.
