A RESOLUTION concerning
Charter Revision Commission
FOR the purpose extending the term of the Charter Revision Commission; and all matters relating to said Commission.
WHEREAS, on January 11, 2021, the City Council adopted R-66-20 approving the establishment of a Charter Revision Commission pursuant to Article IX, Section 10 of the Charter of the City of Annapolis; and
WHEREAS, the Charter Revision Commission is required to submit its findings and recommendations with drafts of revisions to the Annapolis Charter and, if any, the City Code no later than six months after its appointment; and
WHEREAS, due to the current COVID-19 social distancing restrictions and the need for the Commission members to meet via remote access, the Charter Revision Commission seeks to secure a two-month extension of its term in order to complete its mission; and
WHEREAS, under these extraordinary circumstances, the City Council wishes to extend the term of the temporary advisory Commission to September 13, 2021.
NOW, THEREFORE,
BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the term of the Charter Revision Commission is hereby extended to September 13, 2021.
AND BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the formation and function of the Charter Revision Commission is restated as follows:
1. The members of the Commission shall be:
1. Lawrence L. Harris Jr.
2. Benjamin Mednick
3. Eileen Leahy
4. Jeffrey Durand
5. Ron Schneider
6. Minor Carter
7. Andrew “Andy” Haire
8. Robert Tufts
9. Paul Rankin
2. The term of the Commission shall end on September 13, 2021, unless the City Council takes further action to extend such term.
3. The members of the Commission shall serve without compensation.
4. The members of the Commission shall elect from among their membership a Chair, Vice Chair and Secretary.
5. The Commission shall meet publicly at least once per month and shall take testimony from the general public at each meeting.
6. Findings and recommendations together with drafts of revisions to the Annapolis Charter and City Code shall be submitted to the City Council no later than September 13, 2021.
7. The business of the Commission shall be conducted in accordance with the provisions of Robert’s Rules of Order.
8. Any standing committee to which the Commission’s report is referred shall act upon the report in full within six months of the date upon which the report is submitted to the City Council.
