AN ORDINANCE concerning
Cottage Food Businesses as Home Occupations
FOR the purpose of adding a definition of "cottage food business" to Title 21 (Planning and Zoning) of the Code of the City of Annapolis; amending ? 21.64.330 (Home Occupations) to expressly permit cottage food businesses as a home occupation; and generally relating to cottage food businesses and home occupations.
BY repealing and reenacting with amendments the following portions of the Code of the City of Annapolis, 2026 Edition:

SECTION I: BE IT ESTABLISHED AND ORDAINED BY THE ANNAPOLIS CITY COUNCIL that the Code of the City of Annapolis shall be amended to read as follows:

Section 21.72.010 - Terms.
[The following definition is added to Division VI (Definitions) of Title 21 (Planning and Zoning) of the Code of the City of Annapolis, in appropriate alphabetical order.]
"Cottage food business" is a home occupation that meets the definition of 'Cottage food business' set forth in Md. Health-General Code Ann. ? 21-301(b-1), as amended from time to time. Approved cottage food product items generally include baked goods, jams, jellies, candies, dry mixes, and snacks that do not require refrigeration for safety.
