A CHARTER AMENDMENT concerning
Expanding the Preamble of The Charter of the City of Annapolis
FOR the purpose of expanding the Preamble of the City Charter to include statements of purpose and aspiration regarding diversity, equity, and inclusion; human, civil, and voting rights; environmental stewardship; public safety; municipal operations; the Chesapeake Bay and natural ecosystems; and the impacts of climate change; and generally related to the City of Annapolis Preamble in the City Charter.
BY repealing and reenacting with amendments the following portions of the Code of the City of Annapolis, 2026 Edition: THE CHARTER PREAMBLE
WHEREAS, The City of Annapolis is a historic and diverse municipality whose residents are entitled to a Charter that reflects their shared values and aspirations for an inclusive, equitable, and sustainable community; and
WHEREAS, The protection of human, civil, and voting rights is fundamental to democratic self-governance, and the City of Annapolis has a compelling interest in affirming and defending these rights for all persons within its jurisdiction, regardless of race, ethnicity, national origin, religion, sex, gender identity, sexual orientation, disability, age, or immigration status; and
