A RESOLUTION concerning

Temporary Moratorium on Short-Term Rental Licenses

FOR the purpose of implementing a temporary moratorium on the City's issuance of short-term rental licenses while the City Council considers Ordinance 32-23, Short-term Rental Licenses and Regulations, and amendments to the legislation.

WHEREAS, The short-term rental market in the City of Annapolis has grown rapidly in recent years; and

WHEREAS, This rapid growth has raised concerns among residents about the impact of short-term rentals on housing affordability, noise levels, and neighborhood character; and

WHEREAS, The Annapolis City Council is committed to studying these issues and developing a comprehensive policy framework for short-term rentals; and

WHEREAS, A temporary moratorium on the issuance of new short-term rental licenses is necessary to give the City Council time to develop this policy framework.

NOW, THEREFORE,
BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL:

1. Findings and Declaration of Policy. The Annapolis City Council finds and declares that:
a. The short-term rental market in the City of Annapolis has grown rapidly in recent years.
b. This rapid growth has raised concerns among residents about the impact of short-term rentals on housing affordability, noise levels, and neighborhood character.
c. The Annapolis City Council is committed to studying these issues and developing a comprehensive policy framework for short-term rentals.
