A RESOLUTION concerning
Speed Monitoring System Fines
FOR the purpose of establishing updated fines for Speed Monitoring Systems, also known as speed cameras, pursuant to ? 12.08.140.
WHEREAS, In House Bill 182, adopted in the 2025 Session and signed by Governor Moore, the Maryland General Assembly repealed a statutory provision that sets a maximum amount of $40 for the civil penalty that is imposed on the owner or driver of a motor vehicle that exceeds a posted speed limit and is recorded by a speed monitoring system; and
WHEREAS, HR 182 establishes an escalating penalty structure, with a maximum penalty that ranges from $40 to $425 for the offense, depending on the excessiveness of the speed violation; and
WHEREAS, This resolution updates the FY 2026 City of Annapolis Fines Schedule to match the increased civil penalties authorized by the state for speed monitoring systems.

NOW THEREFORE BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the Fees Schedule shall be amended as follows:
