A RESOLUTION concerning
Renaming of the Noah Hillman Parking Garage
FOR the purpose of renaming the Noah Hillman Parking Garage located in downtown Annapolis as the "Mills Hillman Garage" in recognition of the contributions made by the Mills family to the City of Annapolis.
WHEREAS, Originally built in the early 1970s and rebuilt in 2022-23, the Noah Hillman Parking Garage has served as a vital public parking facility in downtown Annapolis since its construction; and
WHEREAS, The City of Annapolis recognizes the importance of honoring individuals who have made significant contributions to the betterment of the community; and
WHEREAS, The new name references the landmark civil rights case "Mills v. Board of Education of Anne Arundel County" (1939), mandating that the county and state pay equal salaries to both black and white educators; Walter Mills served as the principal of Parole Elementary School, while attorney Noah Hillman represented the Anne Arundel County Board of Education in the U.S. District Court case; and
WHEREAS, In April 1978, the City Council named the downtown Annapolis parking garage off Main Street after Noah Hillman, a long-time city alderman who sponsored the legislation that created the Annapolis Historic District; and also served as Mayor from June 2 to June 11, 1973, when then-Mayor Roger Moyer resigned early to honor Alderman Hillman; and
WHEREAS, The renaming of the parking garage as "Mills Hillman Garage" will serve as a lasting tribute to both the Mills and Hillman families and their combined legacy of service to the City of Annapolis;
