A RESOLUTION concerning
Re-assigning Fiscal Year 2025 and Fiscal Year 2026 Community Grants

FOR the purpose of reassigning the Fiscal Year 2025 and Fiscal Year 2026 Community Grants allocated by the City Council to GVO Sound, LLC, and reallocating the funds to Superior Future, Inc., a not-for-profit organization.

WHEREAS The City Council approved Amendment 39 to the O-7-24 Annual Budget and Appropriation and Property Tax Levy, which allocated $5,000 in FY25 to GVO Back to School Drive; and

WHEREAS The City Council approved Amendment 47 to the O-10-25 Annual Budget and Appropriation and Property Tax Levy, which allocated $10,000 in FY26 to GVO Back 2 School Drive Support; and

WHEREAS GVO Sound, LLC, is a for-profit private company registered to do business in the State of Maryland; and

WHEREAS City Code Section 6.16.060 - Community Grant Program specifies in ? 6.16.060(B) that applicants must be nonprofit corporations, making GVO Sound, LLC, ineligible to apply for a community grant on its own; and

WHEREAS GVO Sound, LLC, has partnered with Superior Future, Inc., a 501(c)(3) nonprofit organization registered in the State of Maryland, to act as its fiscal agent to support GVO Sound's Back to School drive, which provides school supplies for youth in Annapolis; and

WHEREAS Any grant agreement the City enters into must be made to the organization approved by Council, but Superior Future, Inc., is not associated with the GVO Sound grants either in FY25 or FY26;
