A RESOLUTION concerning
Itinerant Merchant Sales in the Historic District for a Flea Market
FOR the purpose of authorizing hawker, peddler, and itinerant merchant sales in the Historic District in conjunction with a flea market organized by Naptown Flea on November 22, 2026.
WHEREAS, Article III, Section 15 of the City Charter authorizes the City, by ordinance, to license, regulate, and restrict to certain districts and hours peddlers, hucksters, hawkers, and itinerant dealers who sell goods on the streets, alleys, and ways of the City; and
WHEREAS, Section 7.40.090(A) of the City Code limits the circumstances in which a licensee may engage in the business of a peddler, hawker, itinerant merchant, or transient vendor, and Section 7.40.090(A)(7) includes days, places, and times designated by resolution of the City Council; and
WHEREAS, Naptown Flea, an organization that holds community markets in Annapolis, has asked to hold a flea market in the Historic District on Sunday, November 22, 2026, from 1 p.m. to 6 p.m., with booths selling vintage clothing, decor, accessories, and artisan goods;
NOW, THEREFORE, BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that, under Section 7.40.090(A)(7) of the City Code, Naptown Flea and the itinerant merchants participating in its flea market are authorized to sell merchandise in the Historic District on Sunday, November 22, 2026, from 1:00 p.m. to 6:00 p.m.
AND BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that this resolution shall take effect on the date of its passage
