A CHARTER AMENDMENT concerning

FY 2025 City of Annapolis Departmental Reorganization

FOR the purpose of recreating the Department of Human Resources; creating the Department of Information Technology Services; reassigning certain duties; and all matters generally related to such departmental reorganization.

BY repealing and reenacting with amendments, the following portions of the City Charter
Article VI, Section 2B
Article VI, Section 5
Article VI, Section 6

SECTION I: BE IT ESTABLISHED AND ORDAINED BY THE ANNAPOLIS CITY COUNCIL that the Charter of the City of Annapolis shall be amended to read as follows:

THE CHARTER
Article VI - OPERATIONS
Section 2B. City Manager.
(a) There shall be a cCity mManager in the office of the mMayor who shall be the chief administrative officer of the city. The cCity mManager shall be the direct subordinate of the mMayor and shall have supervisory authority over the deputy cCity mManager for resilience and sustainability and department directors as provided by the City's organizational chart that is prepared by the mMayor and accepted by the City Council.
(b) The cCity mManager shall be appointed by the mMayor and confirmed by the cCity cCouncil based solely on his or her experience and credentials as a cCity mManager. The cCity mManager may be removed from office by the mMayor or City Council. The cCity mManager shall have had, before appointment, an advanced degree in business or public administration from an accredited college or university and at least eight years' experience in local go...
