A RESOLUTION concerning
City Dock Holiday Market and Itinerant Merchant Sales in the Historic District
FOR the purpose of authorizing a non-recurring major City Dock event; and authorizing hawker, peddler, and itinerant merchant sales in the Historic District in conjunction with the Annapolis City Dock Holiday Market event.
WHEREAS, Section 14.18.160.A of the Annapolis City Code authorizes no more than four major City dock events during the months of May, June, July, and
WHEREAS, The City of Annapolis wants to encourage visitors and use of City Dock during the holiday season, a time when it collects no parking revenue;
WHEREAS, The City Dock Action Committee, in its "Transforming City Dock" report of 2020, recommends "incorporating an inviting pedestrian experience, attractive experiences for families and the preservation of shared culture and history"; and
WHEREAS, Section 14.18.160.D. of the Annapolis City Code provides that the City Council may authorize an additional non-recurring major City dock event by resolution after a public hearing has been held; and
WHEREAS, Section 7.40.090.H of the City Code allows the City Council to designate by resolution certain dates and times on which hawkers, peddlers and itinerant merchants may sell in the Historic District as part of certain special events; and
WHEREAS, certain vendors wish to sell food, beverages and merchandise in the Historic District in conjunction with the "City Dock Holiday Market" special event;
NOW, THEREFORE,
