A RESOLUTION concerning

Comprehensive Plan Consideration Extension

FOR the purpose of extending the time that the City Council has to consider the City's comprehensive plan, Annapolis Ahead 2040.


WHEREAS, Land Use Article, Title 3, of the Maryland Code requires the City of Annapolis to have a "comprehensive plan" that includes policies, statements, goals, and interrelated plans for private and public land use, transportation, and community facilities documented in texts and maps and adopted by resolution of the City Council to constitute the guide for the municipality's future development; and

WHEREAS, The comprehensive plan is required to be updated every ten years; and

WHEREAS, The City of Annapolis Planning Commission forwarded the required comprehensive plan to the City Council via a memo dated February 6, 2024; and

WHEREAS, The Annapolis Ahead 2040 Comprehensive Plan was introduced on First Reader via R-4-24 on February 12, 2024; the Public Hearing on R-4-24 was held on February 26, 2024; and

WHEREAS, The Environmental Matters Committee began its consideration of the comprehensive plan on March 14, 2024, while the Rules and City Government Committee began its work on the R-4-24 on March 15, 2024; and

WHEREAS, Committee work on R-4-24 has been interrupted by the City budget mandated by ? 6.16.010 of the City Code to be introduced at the first meeting in April and completed by the start of the fiscal year on July 1, 2024.

WHEREAS, Land Use ? 3-204(c)(4) of the Maryland Code states:
