A RESOLUTION concerning

Taxi Fees and Charges

FOR the purpose of increasing the authorized mileage rate charged by taxicabs licensed by the City of Annapolis from $2.00 per mile to $2.50 per mile.

WHEREAS, the City of Annapolis set the presently authorized Taxi Fees and Charges in July, 2000; and

WHEREAS, the cost of rising gasoline prices and license fee increases since 2000 have been borne solely by the taxicab licensees; and

WHEREAS, the United States Department of Energy reports that the average retail price of gasoline in the United States increased by 143% between July, 2000 and July 2014; and

WHEREAS, the City of Annapolis raised the fee for taxicab licenses within the City by 92% on July 1, 2014; and

WHEREAS, taxicabs licensed to operate in Anne Arundel County and out of Baltimore Washington/Thurgood Marshall International Airport charge customers $2.50 per mile; and

WHEREAS, $2.50 per mile would be an increase of 25% compared to the present rate of $2.00 per mile in Annapolis; and

WHEREAS, the Consumer Price Index of All Urban Consumers in the Washington-Baltimore, DC-MD-VA-WV Area increased by 43% between July, 2000 and July 2014; and

WHEREAS, Section 7.48.750 of the Annapolis Municipal Code states that the City Council shall establish by resolution rates that may be charged by persons owning or operating a taxicab licensed by the City.

NOW THEREFORE BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that authorized taxicab fees and charges in the City of Annapolis be set according to the following schedule:
