A RESOLUTION concerning

Honoring Alderman Richard E. Israel

FOR for the purpose of honoring and remembering Alderman Richard E. Israel and his contributions to the City of Annapolis and the State of Maryland.

WHEREAS, Richard E. Israel was born in Hutchinson, Kansas, an only child and graduated from the University of the South in Sewanee, Tennessee, receiving his law degree from Washington and Lee University in Lexington, Virginia; and

WHEREAS, Annapolis was home to Alderman Israel for 40 years, after coming to the City in 1975 to join the Maryland Department of Legislative Reference staff and serving 25 years as an Assistant Attorney General; and

WHEREAS, During his eight year career as an Annapolis Alderman, he served as the Chair of the Finance Committee with oversight of the City's budget and was Chair of the Rules and City Government Committee with review of all proposed amendments to the City Charter and Zoning Code; and

WHEREAS, Alderman Israel always said that he wanted to be remembered for his legislation; and

WHEREAS, Alderman Israel introduced bills establishing a City-wide Heritage Commission and a Blue Ribbon Commission on City finances. The Council approved his Adequate Public Facilities legislation, a Bond Fund and the Citizens Committee to Review Alcoholic Beverage Laws (CCRABL).
