A RESOLUTION concerning
Itinerant Merchant Sales in the Historic District - 2016
FOR the purpose of authorizing hawker, peddler, and itinerant merchant sales in the Historic District in conjunction with certain special events during calendar year 2016.
WHEREAS, Section 7.40.090 of the City Code allows the City Council to designate certain days when peddlers, hawkers and itinerant merchants may sell in the Historic District or a nonresidential area; and
WHEREAS, on April 7, 2014, the Annapolis City Council resolved “that sales of merchandise in the Historic District are allowed in conjunction only with the approved special events (Flower Mart, First Sunday Art Festivals, Maryland Avenue/State Circle Festivals, Race Across America, MRE .05K Run, and “Dueling Brushes” Paint Annapolis) and in the geographic location of the approved special events.” (R-14-14); and
WHEREAS, on September 9, 2014, the Annapolis City Council resolved “that sales of merchandise in the Historic District are allowed in conjunction only with the approved special events (Maritime Republic of Eastport Tug of War: Saturday, November 8, 2014) and in the geographic location of the approved special events.” (R-24-14); and
WHEREAS, on March 23, 2015, the Annapolis City Council resolved “that sales of merchandise in the Historic District are allowed in conjunction with the following special events and in the geographic location of these special events” (Maryland Avenue Street Festivals, Four Rivers Garden Club Flower Sale, First Sundays, Paint Annapolis, Thursday Nights with the Stars, Friday Nights with the Stars, L’Hermione Ship Visit, Race Across America, Kunta Kinte Heritage Festival, Maritime Republic of Eastport Tug of War) (R-5-15); and
WHEREAS, on January 11, 2016, the Annapolis City Council accepted Ordinance O-8-16 on First Reader that proposes to revise some regulation of Itinerant Merchant Sales in the Historic District, but said ordinance has not yet been adopted by the City Council;
NOW THEREFORE BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that sales of merchandise in the Historic District are allowed in conjunction with the following special events and in the geographic location of these special events as described in the accompanying Staff Report:
• Four Rivers Garden Club Flower Sale - Hopkins Plaza, Friday, April 29
• First Sundays - First block of West and Calvert on May 1, June 5, JUNE 12, July 3, August 7, September 4, October 2, November 6 and December 4
• MD Avenue Street Festivals - Maryland Avenue from State Circle to Cumberland Court on May 1 and September 18
• Paint Annapolis 2015 - Gotts Garage Surface Parking Lot on Sunday, June 5
• Race Across America - Susan Campbell Park, June 21-27
• Thursday Nights with the Stars - Susan Campbell Park, June 30; July 7, 14, 21, 28; August 4, 11, 18, 25; September 1
• Friday Nights with the Stars Music Festival - Susan Campbell Park, July 1 and September 2
• Kunta Kinte Heritage Festival - Susan Campbell Park and adjacent parking, September 24
• Maritime Republic of Eastport Tug of War - Susan Campbell Park, November 5
AND BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that this resolution shall take effect from the date of its passage.
