AN ORDINANCE concerning

 

Removing City Employee Parking from Hillman Garage

 

FOR                     the purpose of improving parking availability in the downtown commercial area by relocating most City employee parking from Hillman Garage to satellite parking facilities; and providing transportation to and from said satellite parking facilities.

 

BY                        adding the following portions to the Code of the City of Annapolis, 2016 Edition

Section 12.28.195

 

WHEREAS,                     in 2007 the City Council declared that “Municipal garages and lots in the City Center are primarily for customers, patrons and clients whose stay may exceed two hours.” (Annapolis City Code 12.04.040.3); and

 

WHEREAS,                     the City Council further declared that “Longer term parking should be outside the City Center at satellite lots...” (Ibid.); and

 

WHEREAS,                     the City Council further declared that “The City should provide timely, frequent and comfortable transportation from satellite lots to the City Center” (Ibid.); and

 

WHEREAS,                     on October 15, 2009 Mayoral Candidate Cohen said “City Hall needs to lead by example. It is bad for business downtown when scores of city employees take up valuable parking spaces in the most sought-after parking garage downtown”; and

 

WHEREAS,                     on January 9, 2010 the Mayor’s Transportation and Parking Idea Team reported “Most City employees with monthly parking passes in Hillman Garage should be moved to underutilized parking garages”; and

 

WHEREAS,                     on January 18, 2011 the Annapolis Parking Advisory Committee recommended moving a minimum of fifty City employees out of Hillman Garage; and

 

WHEREAS,                     on October 27, 2014 Mayor Pantelides’ Economic Development Transition Team recommended “Relocate all City employee parking that doesn’t need to be at Hillman to other locations”; and

 

WHEREAS,                     on October 27, 2014 the Mayor’s Transportation Transition Team recommended “Limit government parking passes at Hillman Garage”; and

 

WHEREAS,                     the Mayor’s Transportation Transition Team further recommended “Only provide Hillman Garage parking passes to City employees who require access to vehicles throughout the day to open up spaces”; and

 

WHEREAS,                     on January 31, 2017 the City’s Parking Management Operator reported that City monthly parking passes average eighty parking spaces per weekday in Hillman Garage.

 

SECTION I:                     BE IT ESTABLISHED AND ORDAINED BY THE ANNAPOLIS CITY COUNCIL that the Code of the City of Annapolis shall be amended to read as follows:

 

TITLE 12 - VEHICLES AND TRAFFIC

CHAPTER 12.28 - PARKING PLACES AND PARKING LOTS

 

12.28.195 CITY EMPLOYEE PARKING AT HILLMAN GARAGE.

 

A.  THE CITY SHALL NOT ISSUE MORE THAN TWENTY PARKING PASSES THAT ARE VALID AT HILLMAN GARAGE TO CITY EMPLOYEES OR CONTRACT EMPLOYEES WHOSE PRIMARY WORKPLACE IS AT CITY OFFICES LOCATED WITHIN THE HISTORIC DISTRICT.

 

B.  THE CITY SHALL PROVIDE TIMELY, FREQUENT, AND COMFORTABLE TRANSPORTATION FOR CITY EMPLOYEES AND CONTRACT EMPLOYEES WHO WORK AT CITY OFFICES WITHIN THE HISTORIC DISTRICT TO AND FROM CITY OFFICES AND CITY-OWNED OFF-STREET PARKING FACILITIES OTHER THAN THE HILLMAN GARAGE.

 

C. THE DIRECTOR OF TRANSPORTATION SHALL REPORT TO THE TRANSPORTATION COMMITTEE:

1.                     THE NUMBER OF CITY PARKING PASSES, VALID AT HILLMAN GARAGE, ISSUED TO CITY EMPLOYEES OR CONTRACT WORKERS WHO WORK AT CITY OFFICES WITHIN THE HISTORIC DISTRICT.

2.                     THE TOTAL NUMBER OF CITY PARKING PASSES VALID AT HILLMAN GARAGE.

3.                     AVERAGE PEAK OCCUPANCY OF CITY PARKING PASSES USED PER WEEKDAY DURING THE REPORTING PERIOD.

4.                     THE WEEKDAYS IN THE REPORTING PERIOD THAT HILLMAN GARAGE WAS AT 95% OR GREATER OCCUPANCY.

5.                     THE NUMBER OF PARKING PASSES ISSUED TO CITY EMPLOYEES OR CONTRACT WORKERS THAT WERE IN USE ON EACH WEEKDAY THAT HILLMAN GARAGE WAS AT 95% OR GREATER CAPACITY.

 

REPORTS SHALL BE MADE SEMI-ANNUALLY FOR DATA THROUGH THE END OF JUNE AND DECEMBER OF EACH YEAR.

 

D.                     FOR THE PURPOSE OF THIS SECTION THE PRIMARY WORKPLACE FOR ALDERPERSONS SHALL BE DEEMED THEIR RESPECTIVE HOME ADDRESSES.

 

SECTION II:  AND BE IT FURTHER ESTABLISHED AND ORDAINED BY THE ANNAPOLIS CITY COUNCIL that this Ordinance shall take effect on July 1, 2017.
