A RESOLUTION concerning

 

Weather It Together: Cultural Resources Hazard Mitigation Plan

 

FOR                     the purpose of adopting the Weather It Together: Cultural Resources Hazard Mitigation Plan for the City of Annapolis, as an amendment to the Natural Hazard Mitigation Plan to document vulnerable cultural and historic resources in the City.

 

 

WHEREAS,                      the Weather It Together: Cultural Resources Hazard Mitigation Plan is hereby submitted to the City Council for adoption as an amendment to the Natural Hazard Mitigation Plan that was adopted, as amended, by R-11-18 on March 19, 2018; and

 

WHEREAS,                     to support better mitigation planning in order to prepare for and minimize the impacts of disasters in the future, Congress enacted the Disaster Mitigation Act of 2000 (DMA 2000); and

 

WHEREAS,                     in 2002, the Federal Emergency Management Agency (FEMA) issued regulations to implement requirements for mitigation planning by states and communities.  FEMA is the lead agency supporting implementation of the DMA 2000 requirements and makes funds available to support efforts to meet these requirements; and

 

WHEREAS,                     to be eligible for FEMA funds, state and local entities were required to prepare DMA 2000 Hazard Mitigation Plans for natural hazards; the City of Annapolis met that requirement in 2005; and

 

WHEREAS,                     the purpose of the plan is to assess the communities’ vulnerabilities to natural hazards and prepare a long-term strategy to address these hazards and prevent future damage and loss of life of Annapolis city residents; and

 

WHEREAS,                     the Weather It Together: Cultural Resources Hazard Mitigation Plan took a communitybased approach to hazard mitigation planning to support a more resilient and sustainable historic downtown for the nearterm threats of tidal flooding and natural disasters and for the longerterm inevitability of sea level rise; and

 

WHEREAS,                     the Weather It Together: Cultural Resources Hazard Mitigation Plan envisions for Annapolis an adaptation approach that underscores the community’s desire to protect the natural heritage of the Chesapeake Bay; prioritizes preservation of historic properties with significant community value; partners with public agencies and private stakeholders to reduce the costs and impacts associated with flood protection and flooding hazards; and promotes both short and longterm strategies for flood protection; and

 

WHEREAS                      the Weather It Together: Cultural Resources Hazard Mitigation Plan is an overarching vision to guide the next five years of adaptation strategies or goals with measurable objectives implemented through projects with specific actions.

 

NOW, THEREFORE,

 

BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the Weather It Together: Cultural Resources Hazard Mitigation Plan for the City of Annapolis, is a part hereof, and incorporated herein, and is hereby approved.

 

AND BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that this resolution shall take effect from the date of its passage.
