Maryland Energy Administration Grant Policies
FOR the purpose of adopting policies required by the terms of Maryland Energy Administration Grant 2018-02-420S1 so that the City of Annapolis may receive technical assistance and unmatched funding in the amount of $55,000 to promote energy efficiency and conservation and promote the development of renewable energy resources.
WHEREAS, the Maryland Energy Administration (MEA) administers the Strategic Energy Investment Program set forth in MD. Code Ann., State Government Art., Sections 9-20B-01 et seq.; and
WHEREAS, pursuant to its statutory authority, the MEA established the 2018 Maryland Smart Energy Communities Grant Program ("the Grant") to encourage local Maryland government, including counties and municipalities, to adopt voluntarily formal policies promoting energy efficiency, renewable energy development, and/or reduction of reliance on petroleum as a transportation fuel, and to implement projects to achieve the objectives of such policies; and
WHEREAS, in Fiscal Year 2018, the City of Annapolis applied and was selected for an unmatched grant in the amount of $55,000, subject to complying with all requirements, terms, and conditions of the Maryland Smart Energy Communities Grant Agreement and Grant Program, including the adoption of policies (1) committing the City to energy efficiency and conservation goals; and (2) to committing the City to either promote the development of renewable energy resources or reduce dependency on petroleum as a transportation fuel.
NOW, THEREFORE, BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the City of Annapolis adopts the following policies:

Policy to Promote Energy Efficiency and Conservation
Increasing energy efficiency by the City of Annapolis ("the City") will reduce the City's use of electricity and associated contribution of pollution to the environment, conserve energy resources, and reduce energy costs to the City. Therefore, the City commits to:
(1) Reduce per square foot electricity consumption of City government buildings by 15% within five years of 2016 (the City's baseline year);
(2) Establish an electricity consumption baseline year prepared by estimating total City government building electricity consumption and size in gross square feet; and
(3) Develop an Energy Reduction Plan to document the baseline year energy consumption and a comprehensive program to reduce total City building electricity use by gross square feet by 15% from baseline year use.

Policy to Promote the Development of Renewable Energy Resources
Replacing the amount of conventional electricity serving City of Annapolis buildings with renewable energy will reduce the City's pollution contributions and reduce energy costs to the City. Therefore, the City commits to:
(1) Reduce conventional, centralized electricity generation serving City government buildings by meeting at least 20% of those buildings' electricity demand with distributed, renewable energy generation within five years of 2016 (the City's baseline year);
(2) Estimate the City's total building electricity consumption; and
(3) Develop and implement a Renewable Energy Action Plan to map out how the City will achieve its renewable energy goal.
