A RESOLUTION concerning

 

State Mandated Annual Appropriation for City of Annapolis Services

 

FOR                     the purpose of expressing the Annapolis City Council’s support of House Bill 129 and Senate Bill 156, titled Mandated Appropriation - City of Annapolis - Services.

 

 

WHEREAS,                      Delegates Michael E. “Mike” Busch and Alice Cain have sponsored House Bill 129 (HB 129), and Senator Sarah Elfreth has sponsored Senate Bill 156 (SB 156), for the purpose of establishing a certain minimum amount for a certain annual appropriation in the State budget for the Mayor and Aldermen of the City of Annapolis to pay for services provided to the State by the City of Annapolis; requiring that each fiscal year the annual appropriation be increased by a certain amount; repealing an obsolete provision; and generally relating to a mandated appropriation for the City of Annapolis; and

 

WHEREAS,                      HB 129 and SB 156 require the State to appropriate at least $750,000 annually in the State budget to the Mayor and Aldermen/Alderwomen of Annapolis as payment for services provided to the State instead of appropriating to Annapolis the sum provided in the State budget as payment for trash collection and other services provided to the State; and

 

WHEREAS,                      HB 129 and SB 156 further require that for fiscal year 2022 and annually thereafter, the appropriation must increase by the percent increase in the Consumer Price Index for All Urban Consumers for the Baltimore Metropolitan Statistical Area (CPI-U); and

 

WHEREAS,                      both Bills take effect July 1, 2019; and

 

WHEREAS,                     the Annapolis City Council desires to express its support for HB 129 and SB 156.

 

NOW, THEREFORE,

 

BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the City of Annapolis supports HB 129 and SB 156 , titled Mandated Appropriation - City of Annapolis - Services.

 

AND, BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the City Clerk shall send a copy of this Resolution to the Governor, the Speaker of the House of Delegates, the President of the Senate and the Maryland Municipal League.

 

AND BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that this resolution shall take effect from the date of its passage.
