A RESOLUTION concerning

 

Annapolis City Dock - Urban Land Institute, Baltimore Technical Assistance Panel, January 29, 2019, Report “Reclaiming a Local and National Treasure”

 

FOR                     the purpose of recognizing the Urban Land Institute (ULI) Baltimore Technical Assistance Panel (TAP) Report; and resolving that the ULI Baltimore TAP Report be considered in implementing present and future development of the Annapolis City Dock.

 

WHEREAS,                     the 2009 Annapolis Comprehensive Plan called for a plan for the future of City Dock to be drafted by the Planning & Zoning Department with broad participation by the entire community, as well as downtown residents and businesses; and

 

WHEREAS,                      in November of 2010, the City Dock Advisory Committee was formed, comprised of 25 residents, downtown merchants and representatives of maritime interests; and

 

WHEREAS,                      the City Dock Advisory Committee solicited community input, held public meetings, received 29 presentations, deliberated upon the community input, explored the committee members own ideas for City Dock, and developed their Visions and Guiding Principles, which the Committee reported to City Council on July 21, 2011; and

 

WHEREAS,                      the Department of Planning and Zoning, with the advice of the City Dock Advisory Committee and the assistance of professional consultants, conducted public forums, solicited input from stakeholders, held public meetings, and developed a Draft City Dock Master Plan and together with the City Dock Advisory Committee made a presentation to the Annapolis City Council on November 26, 2012; and

 

WHEREAS                     on September 20, 2018, the Cultural Landscape Resources Report was presented to the City Council, which identified and analyzed the significance and integrity of the City Dock’s cultural landscape characteristics and features; and

 

WHEREAS,                     on May 21, 2018, the City Council adopted the Weather It Together: Cultural Resources Hazard Mitigation Plan, which is an overarching vision to guide the next five years of adaptation strategies or goals with measurable objectives implemented through projects with specific actions; and

 

WHEREAS,                      the City of Annapolis, Historic Annapolis, Inc., Preservation Maryland and the National Trust for Historic Preservation sponsored the ULI Baltimore to convene a TAP, with the purpose of examining preservation, resiliency and potential growth strategies for City Dock and the surrounding area, and framed their request in the form of nine questions presented to the Panelists; and

 

WHEREAS,                     the TAP convened on October 23-24, 2018, in the Annapolis City Hall Council Chambers and on the final day, in front of stakeholders and the general public, the Panel shared what members had learned, heard from relevant City Department leaders, and formulated its recommendations; and

 

WHEREAS,                      the Annapolis City Council recognizes the ULI Baltimore TAP January 29, 2019, Report, “Reclaiming a Local and National Treasure” and desires that the Report be considered in implementing present and future development of the Annapolis City Dock because it offers solutions to and guidance on key issues, challenges, and opportunities that planners and stakeholders need to take into account moving forward.

 

WHEREAS, the City Dock Action Committee will submit a final report to the City Council in the Fall of 2019, and will follow these five guiding principles in preparing the report:

 

1.                     Enliven the pedestrian experience by creating and programming inviting, green community space with access to the water;

2.                     Ensure the future health and viability of City Dock businesses while committing to a high quality of life for the adjacent residential neighborhoods;

3.                     Provide new accessible parking options with any relocation of existing parking;

4.                     Preserve and enhance Downtown Annapolis’ Maritime Heritage, its authentic character and view sheds by honoring the existing building/zoning envelope and maritime focus;

5.                     Reduce flooding at the City Dock immediately while implementing long-term comprehensive resiliency efforts.

 

NOW, THEREFORE,

 

BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the ULI Baltimore TAP January 29, 2019, Report “Reclaiming a Local and National Treasure”, attached hereto, be considered in implementing present and future development of the Annapolis City Dock.

 

AND BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that this resolution shall take effect from the date of its passage.
