A RESOLUTION concerning

 

Eastport and Forest Drive Communities and Governmental Agencies Task Force

 

FOR                      the purpose of establishing a temporary advisory Task Force commissioned to provide the Mayor and City Council with a public forum for continuing to study and prepare reports about the Forest Drive/Eastport Sector Study as requested by concerned and impacted residents; if they wish, to allow residents the opportunity to provide related input regarding the 2020 Comprehensive Plan; to collaborate with and receive input, assistance, and support from various Anne Arundel County and State of Maryland agencies; and generally relating to the Task Force.

 

 

WHEREAS,                     the City Council introduced R-45-18 on September 24, 2018, for the purpose of adopting the Forest Drive/Eastport Sector Study as an addendum to the 2009 Annapolis Comprehensive Plan; and

 

WHEREAS,                     on January 28, and February 22, 2019, the City Council held public hearings on R-45-18, and heard many citizens voice their concerns about the Forest Drive/Eastport Sector Study as presented, and many residents provided their concerns in writing to elected officials; and

 

WHEREAS,                     on March 26, 2019, the City Council moved to refer the Forest Drive/Eastport Sector Study back to the Planning Commission, and to the Standing Committees for further study and to receive public input; and

 

WHEREAS,                      the City Council wishes to establish a temporary advisory Task Force to further study and receive public input concerning the Forest Drive/Eastport Sector Study as requested by concerned and impacted residents; the amendments of the Council Standing Committees and the official record of R-45-18; and if they wish, to allow residents the opportunity to provide related input regarding the 2020 Comprehensive Plan and

 

WHEREAS,                      the City wishes to enter into a Memorandum of Understanding with Anne Arundel County and the State of Maryland to study shared roadways and to determine the impact of the Forest Drive/Eastport Sector Study on those shared roadways and the citizens of Annapolis AND ANNE ARUNDEL COUNTY

 

 

NOW, THEREFORE,

 

BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that establishment of the Eastport and Forest Drive Communities and Governmental Agencies Task Force be and the same is hereby approved.

 

AND BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the Eastport and Forest Drive Communities and Governmental Agencies Task Force shall be formed and shall function as follows:

 

1.                                          There may not be more than 21 members on the Task Force.

2.                        The Task Force members shall serve without compensation.

3.                        The Task Force members shall elect from among their membership a chair, vice chair and secretary.

4.                     Membership of the Task Force shall represent each ward AND THERE SHALL BE ONE MEMBER WHO RESIDES IN ANNE ARUNDEL COUNTY ON THE ANNAPOLIS NECK PENINSULA WHO SHALL REPRESENT THE INTERESTS OF THE ANNAPOLIS NECK PENINSULA RESIDENTS.

5.                     The Director of Planning and Zoning, or a designee, shall be a member of the Task Force.

6.                     Anne Arundel County and the State of Maryland will be asked to provide support staff to serve and assist the Task ForceANNE ARUNDEL COUNTY AND THE STATE OF MARYLAND WILL BE ASKED TO PROVIDE SUPPORT STAFF TO ASSIST THE TASK FORCE, AND TO THE EXTENT PRACTICABLE, MAY DESIGNATE UP TO 3 REPRESENTATIVES FROM EACH ENTITY TO SERVE ON THE TASK FORCE.

7.                       The Task Force shall meet publicly at least quarterly and shall take testimony from the public at each meeting.

8.                      THE TASK FORCE SHALL WORK WITH THE APPROPRIATE ALDERPERSONS TO MAXIMIZE COMMUNITY TESTIMONY AND DIALOG AT THE TASK FORCE MEETINGS.

9.                      THE TASK FORCE SHALL CONSULT WITH AND OBTAIN INPUT FROM THE COUNTY AND STATE REPRESENTATIVES RELATED TO LAND USE PLANNING AND MOBILITY ISSUES.

10.                      THE TASK FORCE SHALL REVIEW THE TRAFFIC PROJECTIONS PROVIDED IN THE SECTOR STUDY AND DETERMINE WHETHER ADDITIONAL FORECASTS ARE, OR INFORMATION IS, NEEDED.

11.                      THE TASK FORCE SHALL MAKE RECOMMENDATIONS ON ANY NEW OR ADJUSTED SHORT TERM SOLUTIONS OFFERED IN THE SECTOR STUDY OR COMPREHENSIVE PLAN AFTER RECEIVING COMMENTS FROM THE PUBLIC, THE COUNTY, AND STATE REPRESENTATIVES.

812.                     The Task Force may adopt bylaws and rules of procedure as it deems necessary and desirable for the conduct of its meetings and activities.

913.                        Findings and recommendations of the Task Force shall be submitted publicly in a quarterly report to the Mayor and City Council.

1014.                      The chair, vice chair and secretary shall ensure that the business of the Task Force shall be conducted consistent with the provisions of the Maryland Open Meetings Act and Robert’s Rules of Order (11th Edition).

1115.                     The Task Force shall have no authority to render public decisions or opinions, or accept complaints, or act as a mediator to resolve disagreements.

1216.                     If there are any actual or perceived conflicts between the Task Force and the Planning Commission, the Task Force shall defer to the authority of the Planning CommissionSEEK TO RESOLVE THEM, OR REPORT ON THE DIFFERENCES.

1317.                     The term of the Task Force shall end October 31, 2020JANUARY 31, 2020, unless the City Council takes further action to extend such term.
