AN ORDINANCE concerning

 

Housing and Community Development Committee

 

FOR                     the purpose of renaming the Housing and Community Development Committee; clarifying certain powers and functions; and making stylistic changes.

 

BY                        repealing and re-enacting with amendments the following portions of the Code of the City of Annapolis, 2020 Edition

2.48.340

 

SECTION I:                     BE IT ESTABLISHED AND ORDAINED BY THE ANNAPOLIS CITY COUNCIL that the Code of the City of Annapolis shall be amended to read as follows:

 

Title 2 - ADMINISTRATION

Chapter 2.48 - BOARDS, COMMISSIONS, AND COMMITTEES

 

Article XII - - AFFORDABLE Housing and Community EQUITY Development Committee COMMISSION

 

Section 2.48.340 - AFFORDABLE Housing and Community EQUITY Development CommitteeCOMMISSION.

 

A.                      There is created a AN AFFORDABLE Housing and Community EQUITY Development CommitteeCOMMISSION. The committeeCOMMISSION consists of seven members who are the three members ofTHREE OF WHOM ARE SELECTED BY the Housing and Human Welfare Committee of the City Council, the chair of the Annapolis Housing AuthorityHOUSING AUTHORITY OF THE CITY OF ANNAPOLIS BOARD OF COMMISSIONERS, or the chair's designee, and three residents of the City who possess a demonstrated interest in housing and community development concerns and who shall be appointed by the Mayor and confirmed by the City Council. The terms of the Aldermen and the chair of the Annapolis Housing AuthorityHOUSING AUTHORITY OF THE CITY OF ANNAPOLIS BOARD OF COMMISSIONERS shall be identical with their terms of office. Each resident member shall serve for a term of three years, or until the member's successor is appointed and qualified CONFIRMED, commencing on the first day of June, the term of no more than one member expiring each year.

 

B.                      The chair of the Housing and Human Welfare Committee shall be the chair of the AFFORDABLE Housing and Community EQUITY Development CommitteeCOMMISSION. IF THE CHAIR IS UNABLE TO ATTEND A MEETING OF THE AFFORDABLE HOUSING AND COMMUNITY EQUITY DEVELOPMENT COMMISSION, ONE OF THE OTHER ALDERMANIC MEMBERS OF THAT COMMISSION SHALL SERVE AS ACTING CHAIR FOR THAT MEETING.THE COMMISSION SHALL ELECT A CHAIR AND VICE CHAIR AT ITS FIRST MEETING.  THE CHAIR AND VICE CHAIR SHALL SERVE FOR A TERM OF ONE YEAR.  IF THE CHAIR IS UNABLE TO ATTEND A MEETING, THE VICE CHAIR SHALL SERVCE AS ACTING CHAIR FOR THAT MEETING.  The committee COMMISSION shall meet monthly and special meetings may be called by the chair. No fewer than two working days' notice shall be given prior to each meeting. ALL MEETINGS SHALL BE HELD IN ACCORDANCE WITH THE MARYLAND OPEN MEETINGS ACT.  A written THE PUBLISHED agenda shall be prepared for each meeting. Revisions may be made REVISED only by unanimous consentBY A MAJORITY VOTE of the members present. Action of the committee COMMISSION shall be by majority vote of the members present. Three FOUR members of the committee COMMISSION shall constitute a quorum for the transaction of business., provided that no fewer than two ONE of the Aldermanic members are IS present.

 

C.                      The AFFORDABLE Housing and Community EQUITY Development Committee COMMISSION shall plan and implement the housing and community development projects throughout the City, exercise all of the powers and functions of redevelopment and urban renewal, subject to other limitations of law, manage and improve the housing stock in the City, coordinate the Federal, State and private resources toward development activities in the City, and perform other duties and functions which shall be assigned to it by the City Council. All policy, program, and administrative actions taken by the committeeCOMMISSION must have the concurrence of a majority vote of the membership as provided in subsection B of this section, and must be submitted to the City Council for consideration and approval. The committee shall review and approve all personnel involved in housing and community development activities. THE AFFORDABLE HOUSING AND COMMUNITY EQUITY DEVELOPMENT COMMISSION SHALL REVIEW AND PROVIDE COMMENTS AS NECESSARY ON THE HOUSING AND COMMUNITY DEVELOPMENT PROJECTS INITIATED BY THE CITY, STUDY AND ADVISE THE CITY COUNCIL ON STRATEGIES TO IMPROVE THE HOUSING STOCK IN THE CITY, AND RECOMMEND POLICY INITIATIVES AND CHANGES IN LAW AND REGULATION TO ACCOMPLISH THE OBJECTIVES OF THE CITY COUNCIL IN AFFIRMATIVELY FURTHERING FAIR HOUSING.

 

 

SECTION II:  AND BE IT FURTHER ESTABLISHED AND ORDAINED BY THE ANNAPOLIS CITY COUNCIL that this ordinance shall take effect from the date of its passage.
