A RESOLUTION concerning

University of Maryland, Baltimore - Study on the Health Effects of Air Traffic Noise

FOR the purpose of expressing the Annapolis City Council's support of Maryland Senate Bill 184 and House Bill 310.


WHEREAS, Maryland Senators Lam, Beidle, Elfreth, Guzzone, Hester, Reilly, and Sydnor have sponsored Senate Bill 184 (SB 184) and Maryland Delegates Hill, Cain, Bagnall, Boyce, Bridges, Chang, Ebersole, Feldmark, R. Lewis, Lisanti, Smith, Terrasa, and Wells have sponsored House Bill 310 (HB 310), for the purpose of requiring the University of Maryland, Baltimore to study the health effects of air traffic noise on communities near the Baltimore/Washington International Thurgood Marshall Airport since the implementation of the Next Generation Air Transportation System; requiring the study to evaluate certain health outcomes, costs, and cost savings; requiring the Maryland Aviation Administration to provide certain data to the University of Maryland, Baltimore; authorizing the University of Maryland, Baltimore to use certain medical claims data to complete the study; requiring the Governor to include in a certain budget bill an appropriation for the purpose of carrying out the study; requiring the University of Maryland, Baltimore to submit a certain report to the Governor and the General Assembly on or before a certain date; and generally relating to a study on the health effects of air traffic noise; and

WHEREAS, the Annapolis City Council expresses its support for Maryland SB 184 and HB 310 as introduced on January 15, 2020, and January 20, 2020, respectively.
