A RESOLUTION concerning
Drug-Loitering Free Zone
FOR the purpose of designating the area located within five hundred feet of 111 Clay Street, Annapolis, MD 21401 a drug-loitering free zone; setting a termination date; and generally related to designating a drug-loitering free zone.
WHEREAS, Section 11.12.067 of the Annapolis City Code provides that “[t]he City Council may designate any area within the City a drug-loitering free zone” and that “[a]ny City resident may apply to have the area located within five hundred feet of real property owned or leased by the resident designated a drug-loitering free zone; and
WHEREAS, on October 19, 2020, the owner of 111 Clay Street, Annapolis, MD 21401, a City resident, filed an application with the City Clerk requesting to have the area located within five hundred feet of her residence designated a “drug-loitering free zone”; and
WHEREAS, in accordance with Section 11.12.067, the Chief of Police confirms that three or more arrests for drug-related activity have occurred in the area identified in the application during the twenty-four month period immediately preceding the date of the application; and
WHEREAS, attached hereto and incorporated herein is a map identifying the proposed drug-loitering free zone with specificity.
NOW, THEREFORE,
BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the area identified in the map attached hereto and incorporated herein is designated a drug-loitering free zone and that the area so designated shall be posted by the City with signs identifying it as a drug-loitering free zone.
AND, BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that such designation shall terminate twenty-four months after the date on which this resolution is adopted unless the resolution is renewed pursuant to the procedures set forth in Section 11.12.067.
