A RESOLUTION concerning

 

Annapolis Ward Boundary and Redistricting CommissionTASK FORCE

 

FOR                     the purpose of establishing a CommissionTASK FORCE that the City historically forms after each federal decennial census to reevaluate the boundaries of its wards; and generally relating to said CommissionTASK FORCE.

 

WHEREAS,                     Article II, Section 1 of the Charter of the City of Annapolis states that, “the city shall be divided by ordinance into eight (8) wards of approximately equal proportion”; and

 

WHEREAS,                     Article III, Section 2 of the Charter of the City of Annapolis states that the City Council has the power to, “…divide the city into election districts, define their bounds and limits, and correct the same from time to time, so as to preserve as accurately as may be an equal number of inhabitants in each of said districts”; and

 

WHEREAS,                      Section 2.16.190.B of the Annapolis City Code states that, “The Mayor may designate any other standing or special committees as the Mayor deems appropriate from time to time”; and

 

WHEREAS,                     since the 1970 federal census, the City Council has sought citizen assistance with reevaluating the boundaries of its wards; and

 

WHEREAS,                     the last time the City of Annapolis conducted redistricting activities was in 2011 after the 2010 United States census data was released.

 

NOW, THEREFORE, BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the City of Annapolis Ward Boundary and Redistricting CommissionTASK FORCE be and the same is hereby established.

 

AND BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that in support of those purposes:

 

1.                     The members of the CommissionTASK FORCE shall be as follows:

 

1.                     Emma Smith

2.                     Brandon Wright

3.                     Lisa Randall Wilson

4.                     Mary Anne Arnett

5.                     Michael Matthews

6.                     JARED LITTMANN

7.                     HAROLD LLOYD, SR. (CHUCKIE)

8.                     SOLAN WEBB

 

2.                     The members of the CommissionTASK FORCE shall elect from among their membership a Chair, Vice Chair and Secretary.

 

3.                     The CommissionTASK FORCE shall be primarily staffed as assigned by the Director of Planning and Zoning with assistance from the liaison to the Boards and Commissions and Management Information Technology staff.

 

4.                     The members of the CommissionTASK FORCE shall serve without compensation;

 

5.                     The CommissionTASK FORCE shall meet publicly at least once per month and, where feasible, shall take either oral or written testimony from the public at each meeting;

 

6.                     The business of the CommissionTASK FORCE shall be conducted consistent with the provisions of Robert’s Rules of Order.

 

7.                     The CommissionTASK FORCE Findings and Recommendations together with drafts or revisions to the Charter and City Code shall be submitted to the City Council no later than six months after the its establishment.

 

8.                     The term of the CommissionTASK FORCE shall end with the submission of its findings and recommendations.

 

 

AND BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that this resolution shall take effect upon the date of its passage.
