A RESOLUTION concerning
Itinerant Merchant Sales in the Historic District - Halloween Celebration
FOR the purpose of authorizing hawker, peddler, and itinerant merchant sales in the Historic District in conjunction with a certain special event during calendar year 2021.
WHEREAS, Section 7.40.090 of the City Code allows itinerant merchant sales as part of a special event that is organized by a business association that has a principal place of business within the City of Annapolis that represents commercial enterprises in the immediate area of the proposed operation; and
WHEREAS, certain special events proposed for the Historic District are not organized by local business associations that have requested itinerant merchant sales; and
WHEREAS, Section 7.40.090.H of the City Code allows the City Council to designate certain dates and times on which hawkers, peddlers and itinerant merchants may sell in the Historic District as part of certain special events; and
WHEREAS, on April 12, 2021, the City Council adopted R-5-21, which authorized hawker, peddler, and itinerant merchant sales in the Historic District during calendar year 2021 in conjunction with the following special events:
• City Dock Tango - Susan Campbell Park - July 9, August 13, September 10, October TBD, 2021
• Summer Concert Series/MC3 Contemporary Dance - Susan Campbell Park - July 11, and 18; August 1, 8, and 15, September 5, 12, 19, and 26, October 3, and 24, 2021
• City Dock Salsa - Susan Campbell Park - July 25, August 29, September 26, 2021
• “Dueling Brushes” Paint Annapolis - Susan Campbell Park, June 6, 2021
• Race Across America - Susan Campbell Park, June 22-28, 2021
• Kunta Kinte Heritage Festival - Susan Campbell Park and adjacent parking, September 25, 2021
• Maritime Republic of Eastport Tug of War - Susan Campbell Park, November 6, 2021
WHEREAS, on July 12, 2021, the City Council adopted R-19-21, which authorized hawker, peddler, and itinerant merchant sales in the Historic District during calendar year 2021 in conjunction with the following special events:
• Alex Haley 100th Birthday Celebration - Susan Campbell Park - August 14 and 15, 2021
• Shamrock the Dock (St. Patrick’s Day Parade and after party) - Susan Campbell Park - September 12, 2021
WHEREAS, the City Council wishes to also authorize hawker, peddler, and itinerant merchant sales in the Historic District during calendar year 2021 in conjunction with the following special event:
• City Halloween Celebration/Concert and Fundraiser for Troops - Susan Campbell Park - October 30, 2021
NOW THEREFORE,
BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that hawker, peddler, and itinerant merchant sales in the Historic District during calendar year 2021 are allowed in conjunction with the following special event and in the geographic location of this special event:
• City Halloween Celebration/Concert and Fundraiser for Troops - Susan Campbell Park - October 30, 2021
AND BE IT FURTHER RESOLVED BY THE ANNAPOLIS CITY COUNCIL that this resolution shall take effect from the date of its passage.
