A RESOLUTION concerning

Universal Lodge No. 14 - Permit Fees Waiver

FOR the purpose of waiving the permit fees in connection with the restoration of the exterior of the historic Universal Lodge No. 14.

WHEREAS, the Universal Lodge No. 14 is a historic building located in Annapolis, Maryland, that was constructed about 1880 as a private dwelling and substantially expanded in the mid-1950s; and

WHEREAS, the Prince Hall Masonic Lodge for which it is named was founded in 1865 by a group of African American civilian employees of the U.S. Naval Academy; and

WHEREAS, the Lodge purchased the building in the 1940s, and substantially renovated it for use as a meeting hall over the next decade; and

WHEREAS, the Lodge is a two-story gable-front frame and concrete-block building with a brick veneer facade and a gable finished in stucco, which was listed on the National Register of Historic Places in 2008; and

WHEREAS, the Universal Lodge No. 14 has received $223,000 in State Community Legacy Funds; and

WHEREAS, the Office of Community Development continues to work with the Universal Lodge No. 14 in this restoration project, the Office of Central Services held a pre-bid meeting and anticipates that the full RFP will be released in September with a projected timeline for the commencement of construction of November, 2021; and

WHEREAS, the City Council wishes to assist the Universal Lodge by waiving the permit fees for the restoration of the exterior of this historic building; and
