A RESOLUTION concerning

 

Anne Arundel County Coalition for Police Accountability

Recommendations

 

FOR                     the purpose of expressing support for the recommendations of the Anne Arundel County Coalition for Police Accountability; and urging the County Executive and County Council to adopt those recommendations as amendments to HB 16-22 in establishing a Police Accountability Board. 

 

WHEREAS,                     The Anne Arundel County Coalition for Police Accountability comprises, in alphabetical order: ACLU of Maryland, Annapolis Pride, Anne Arundel NAACP, CAIR Office of Maryland, CASA, CAST, Caucus of African American Leaders, Center of Help - Centro de Ayuda, Connecting the Dots, DataJustice, Good Trouble Maryland, March on Maryland, One Pasadena, People Builders Consulting, Progressive Maryland, South County is Kind, SURJ 3A, and United Black Clergy; and

 

WHEREAS,                     The Anne Arundel County Coalition for Police Accountability urges the County Executive and County Council to adopt the following recommendations relating to HB 16-22,which will establish a Police Accountability Board; and

 

1.                     The Police Accountability Board shall have subpoena powers and paid investigators.

2.                     The voting board members shall consist of:

(a)                     one community member from each of the 7 County Districts, plus one member from Annapolis District 6; and

(b)                     one member from each of the following entities: NAACP, CAAL, UBC, CAST and CASA.

3.                     The membership of the Police Accountability Board shall reflect the populations, identities, communities, and geographic areas that have the most law enforcement encounters, and shall not be solely based on County population at large.

4.                     The Police Accountability Board shall be adequately funded and staffed to fully perform all of the functions of the Board, with sufficient staffing to adequately investigate all complaints filed.  Staffing should include, but not be limited to: a Director, several full-time Investigators, a Policy/Data Analyst, and an Administrative Assistant.

5.                     The Police Accountability Board budget will be funded to provide for independent legal counsel services.

6.                     The Administrative Law Judge on the Trial Board shall be appointed by Resolution of the County Council and subject to a public comment period prior to approval.

 

WHEREAS,                     the Human Relations Commission for the City of Annapolis joins in supporting the recommendations of the Coalition for Police Accountability; and

 

WHEREAS,                     the City Council wishes to express support for the recommendations of the Anne Arundel County Coalition for Police Accountability, and urges the County Executive and County Council to adopt those recommendations as amendments to HB 16-22 in establishing a Police Accountability Board. 

 

NOW, THEREFORE,

 

BE IT RESOLVED BY THE ANNAPOLIS CITY COUNCIL that the City of Annapolis expresses its support for the recommendations of the Anne Arundel County Coalition for Police Accountability and urges the County Executive and County Council to adopt those recommendations as amendments to HB 16-22 in establishing a Police Accountability Board.
