AN ORDINANCE concerning

 

Administration - Mayor - Harbormaster

 

FOR                     the purpose of the City of Annapolis Harbormaster reporting to the Deputy City Manager for Resiliency and Sustainability rather than the Director of Recreation and Parks; and generally related to Harbormaster duties.

 

BY                     repealing and reenacting with amendments the following portions of the Code of the City of Annapolis, 2022 Edition

                     2.12.060

 

SECTION I:                     BE IT ESTABLISHED AND ORDAINED BY THE ANNAPOLIS CITY COUNCIL that the Code of the City of Annapolis shall be amended to read as follows:

 

Title 2 - ADMINISTRATION

Chapter 2.12 - MAYOR

Section 2.12.060 - Harbormaster

 

     A.                     The Harbormaster shall be appointed by the Director of Recreation and Parks  DEPUTY CITY MANAGER FOR RESILIENCY AND SUSTAINABILITY, subject to approval by the City Manager, and shall meet the qualifications set forth in the job description for the Harbormaster under the civil service system.

 

     B.                     Under the supervision and direction of the Director of the Recreation and Parks Department DEPUTY CITY MANAGER FOR RESILIENCY AND SUSTAINABILITY, the Harbormaster shall have the following powers and duties:

1.                     Supervise City waters, including public moorings and docks, and the maintenance thereof;

2.                     Manage the City dock;

3.                     Issue docking, mooring and anchoring authorizations consistent with City Code, Title 15;

4.                     Ensure appropriate use of street end parks by owners and those in charge of small vessels, which includes, but is not limited to canoes, dinghies, kayaks;

5.                     Supervise the Harbormaster's staff and all patrol vessels, facilities and equipment assigned to that office. All patrol vessels shall be used only for the enforcement of City Code, Title 15 and carry appropriate markings, lights and signals;

6.                     Enforce Title 15 and issue municipal infraction citations in the enforcement of Title 15, in accordance with the Annotated Code of Maryland, Article 23A, Section 3;

7.                     Cooperate with all appropriate law enforcement agencies, including the City Police Department, in the enforcement of the City Code, Title 15, and assume lead responsibility for the enforcement of City Code, Title 15;

8.                     Collect all fees authorized under City Code, Title 15; and

9.                     TO EXPAND THE CITY'S EFFORTS TO PROVIDE A WELCOMING CUSTOMER SERVICE EXPERIENCE FOR ALL WATER-BASED VISITORS;

10.                     Perform additional duties as enumerated by the Mayor from time to time and as may be specified in this Code.

 

SECTION II:  AND BE IT FURTHER ESTABLISHED AND ORDAINED BY THE ANNAPOLIS CITY COUNCIL that this ordinance shall take effect from the date of its passage.
