AN ORDINANCE concerning
Adequate Public Facilities - Adequate Police Protection
FOR the purpose of defining "Police Officer" to include Annapolis Fire Department personnel who have gone through state police training and are certified by the Maryland Police and Training Standards Commission; authorizing the Police Department to certify alternative security measures to meet or exceed the required officer ratio; and generally related to Police Protection and Mitigation sections of Title 22.
BY repealing and reenacting with amendments the following portions of the Code of the City of Annapolis, 2022 Edition

Preamble
WHEREAS, there are police officers in the Annapolis Fire Department and these police officers perform some police functions; and
WHEREAS, the inclusion of the police officers in the Annapolis Fire Department serves to increase public safety in the City; and
WHEREAS, the ordinance relating to the adequacy of public facilities was adopted almost 20 years ago; and
WHEREAS, the Code provision establishing that adequate public facilities for police services at a ratio of not less than 3.2 officers for every 1,000 City residents has been determined to lack a sufficient basis relating to real property development projects; and
